On August 21, 2025, the Hortonia Town Board approved the:
1. Rezoning of four residential lots on Givens Road
2. Conditional Use Permit (CUP) for Murphy Construction Company (MCC) quarry
This will allow MCC to expand their quarry east along Givens Road to Ledge Hill Road, creating a “Mega Quarry.”
Many of the residents of Hortonia and the grassroots group, Citizens for the Preservation of Hortonia, are adamantly against this quarry doubling in size. Residents spoke in public hearings with “substantial evidence” against the quarry. It should be noted that the quarry expansion approval by the Town Board also ignored its own Town Ordinance and willingly goes against the will of its residents in changing the Town Comprehensive Plan.
The Mega Quarry:
- Studies have shown it will affect our property values, resulting in a 23-25% decrease in property value
- Does not preserve the rural character and natural beauty of the town
- Impacts the quality of life – more noise, extreme shaking of the ground and our homes, air pollution, and ground water resources
- Impacts important environmental sensitive wildlife corridors, all required in the Town Ordinance
We feel the Town Board was negligent in not properly representing the town’s residents by approving the CUP for MCC.
The Citizens for the Preservation of Hortonia have recently retained an attorney to file an appeal in Outagamie County Circuit Court to have the approval decision reversed. This attorney came highly recommended and has extensive experience with similar quarry expansion issues.
