- Bibb County Animal Support (BCAS) is powered by the dedication and compassion of volunteers who refuse to give up on the animals in our community. At the heart of this mission is Blanche Wallace, who has spent the past 14 years volunteering her time, money, and heart to coordinate rescues for animals at the Bibb County Animal Control Facility. Blanche’s tireless efforts have saved countless lives, and her leadership inspires everyone around her. Supporting her are Dawna Orr and Tammy Davis, who serve as board members and help carry out the work that keeps hope alive for these animals. Bibb County has never had an animal shelter. The Bibb County Animal Control Facility—now renamed the Bibb County Rabies Impoundment Facility—has always put animals at risk of euthanization if not rescued or adopted quickly. The recent name change is part of a new system that requires a 501c3 charity to rescue animals. Previously, rescue efforts were informal and now must be formalized to continue. Blanche, Dawna, and Tammy are forming the Board of Directors for BCAS to meet these requirements and continue their life-saving work. The funds raised through this campaign will be used to pay the filing fees and legal costs of establishing BCAS as a 501c3 charity. BCAS will also need liability insurance before any agent or volunteer can handle or transport animals, and directors or anyone with access to finances will need to be bonded. Once established, BCAS will provide veterinary care, including rabies vaccinations and sterilization surgeries, to animals placed in foster homes or accepted by other rescue organizations. Support will also be provided to foster families for other animal needs. Any funds not used for establishing the 501c3 will go directly to animal care. Blanche’s unwavering commitment is the foundation of BCAS. For 14 years, she has coordinated rescues, given her own resources, and inspired others to join the cause. Dawna and Tammy are proud to support her as board members, and together, they want to continue this life-saving work—but they cannot do it alone.
