NEIGHBORS UNITE - PROTECT LARCHMONT

Dear friends and neighbors,

There is a large mixed use development being planned for the corner of Beachwood and Melrose. The building has 52 studio and 1 bedroom luxury rental units with a commercial first floor.   The height exceeds other structures in the area at 5 stories (56’) --  other buildings in the neighborhood are capped at 4 stories (45’). There will be a rooftop pool and fire pit. There is limited on-site parking for tenants and for commercial use and only 5 low income units. 

We understand that our neighborhood is changing. We may even be pro-development.  But we also believe that the way this complex is presently moving forward is not benefiting our community and will in fact, be harmful.  In addition, the developers are moving forward quickly and quietly as a matter of strategy and are willfully ignoring the views and opinions of the people who live in the area.

We are concerned neighbors coming together to support and participate in filing an appeal that asks for:

-A building that conforms to the current neighborhood height limit of 45 feet.
-As the building immediately doubles the population size of Beachwood between Melrose and Clinton, we need an updated study of traffic patterns and a plan that addresses pedestrian safety.  
-Enough parking spaces to account for all tenants and commercial needs. 
-Limits to prohibit Airbnb and short term rentals.
-Heavy landscaping and a sound wall for pool and roof top deck. 

Finally, WE MUST SET A PRECEDENT along the Melrose corridor— Paramount buildings were capped at 45’.  It’s important to have a model that CREATES A THRESHOLD and preserves the historic character of our neighborhood. 

When Paramount submitted their initial plans for the further development of their lot and some surrounding properties, neighbors filed an appeal to mitigate the social and environmental impact of the initial development. We need need to do the same here.  (They won many concessions, by the way -- Paramount initially planned to have enormous, bright LED billboards facing on Melrose, lit 22 hours a day. Those plans were scrapped).

The attorney we have hired is Beth Dorris, who also worked on the Paramount appeal.  We will need $10,000 so we can place Beth on retainer and also to pay for a traffic study -- something necessary to help our case.  We have repeatedly tried to work with the developers, and with the City Council.  Unfortunately, at this point, an appeal is the only way to get their attention.  We also believe this WILL get their attention and get us the concessions we need.  The property itself has not been sold yet and is contingent on the developer getting their plans pushed through the city council. 

This development, the way it stands now, with the massive increase in traffic through our streets (entrance to parking lot is on Beachwood), the backup parking situation it will create, and the precedent it will set for future buildings in the area, will adversely impact our quality of life and our property values.
