Kaua’i Visitor Education & Regulation Initiative

The proceeds of this fundraiser will go towards the establishment of visitor education & regulation efforts on Kaua’i by Kingdom Rangers. 
This is a general space people can donate to assist all our efforts- such as travel & training, equipment, gear, signage, fencing, stewardship projects, paperwork, etc.  This campaign directly funds the protection of our island including (but not limited to) fragile ecosystems, sacred and historic cultural sites, rare and endangered species, fresh water systems, ocean and reef health and so on. 
Efforts include
-  On-site Rangers actively educating for the safety, and well-being of visitors, residents, and places
- General awareness of the surrounding environments 
- Visitor impact mitigation efforts
- Native & endemic plant and wildlife species awareness & preservation efforts
- Working with community members such as fisherman and farmers to avoid impacts on native food systems 
- Cultural education & awareness
- Active regulation and education of toxic sunscreens and big sprays 
- Illegal parking and trespassing regulation 
- Creating a community policy to address concerns of residents
- Waterway management and preservation 
- Managing overflow & over capacity
- Preventing illegal commercial operations within sacred sites

Since the dawn of social media, The Hawaiian islands have been targeted as one of the most sought after travel destinations in the world. The constant stream of visitors has had immense impact on the environment, resources and way of life in Hawaii. Small country roads and infrastructure were not built to handle the rise in visitor arrivals and can no longer adequately facilitate the needs of life-long residents. 

A small group of Native Tenants on the island of Maui have been working day in and day out surveying, observing, and exercising visitor education initiatives. The group calls themselves Kingdom Rangers and their Maui specific program is known as the Hana Highway Regulation, they are an unincorporated non-profit organization whose board is comprised of Native Tenants (Lineal Descedants) of the Hana region. Thanks to their extensive data collection and exercises over the last three years, they are beginning to see a rise in visitor awareness and support from the various entities at the helm of visitor impact. Their initiative warranted collaboration by the Maui Visitors Bureau who has implemented the group's Road to Hana Code of Conduct into printed materials and references on their website. The County of Maui recently came forward with $200k of grant monies for the Hana Highway Regulation to implement a visitor safety system study in which they will train and outfit visitor safety experts to provide visitor education in the field. https://www.mauinews.com/news/local-news/2019/04/panel-releases-budget-and-tax-proposals/ 

The Visitor Safety Expert positions which were exercised during Summer of 2018, proved a 96% decrease in visitor offenses to community policy; preventing illegal parking infractions, trespassing on private property and greatly curbed the amount of unlicensed commercial activity and commercial activity within sacred sites. They accredit their successes to the initial training they received by the Moku o Keawe Beneficiary Trust Council, the young adults that establsihed Hale O Kuhio at the base of Mauna Kea to collect data pertaining to the impacts on Mauna o Wakea. They returned home to Maui with a renewed sense of purpose and strategy implementing what they learned on the Big Island in the scope of their East Maui home which has proven effective at holding Government and applicable property owners accountable for the issue of overtourism. In the later part of 2018, the group was consulted from afar on their inherent legal rights as lineal descendants by Native Tenants, Konohiki land lords, Chiefs and title holders on Kauai who successfully defended their land commission awards in court putting off developer interests. The group implemented this legal advising into their platform which provided means for dismantling speculation regarding their authority and assisted in defending their visitor management efforts. The group returned to the Big Island in January of 2019 to assist lineal descendants of the Kona region with visitor management efforts during the Government shutdown. The group greatly looks forward to making a visit to Kauai to provide a few days of training for the Halele'a Moku 'Ohana who are addressing the recent re-opening of their rural country road to visitors. The area had been closed off to visitors for over a year after the flood of April 2018 which left the road in a compromised condition and was only accessible by registered residents of the area. The recent influx of tourism to the region has resurfaced long standing issues surrounding the State's lack of visitor education initiatives. The Kingdom Rangers have never waited for the occupying Government to implement resolve and firmly believe in taking initiative as Native Tenants whose Kuleana it is to take care of Hawaiian lands. We humbly request your financial support to manage the costs of bringing the Kingdom Rangers over to Kauai to facilitate resident training.
