"Where is Baby Carlie?... INFANT MISSING IN CHILD Protective CUSTODY in Philadelphia Pa.. for 3 years; Sexually Abused, Starved, Trafficked and assumed Dead... Grandmother seeks Gift funding to Pay for Legal Costs leading to recovery of Baby Carlie Dead or Alive". My name is Dr. Tanya Fowler, Bio-Medical Anthropologist. My maternal infant granddaughter was Medically Kidnapped from my arms by Child Protective Services (CPS) also known as DHS in Philadelphia Pa., October 7, 2022 during BabyCarlie's medical visit at The Children's Hospital (CHOP) King of Prussia, Pa.. My daughter's incapacity to parent triggered the attention of DHS. The agency, however has no Jurisdiction, no probable cause and no Lawful Authority over us due to my own Court-Awarded Custody and our then residence outside of Philadelphia.

Dhs has never opened a child dependency case against me. They have no such powers. They have, however, sustained a case for three years beyond the Statutory Limits. They have Violated My Human and Constitutional Rights Under Color of Law. They have Threatened, Menaced, and Abused me as if I were the worst of parties to the Case from Hell that seems to have no end.

The case worker

Is with a DHS Community Umbrella Agency (CUA#5). Makeda Hunter uses aliases like "Cynthia Jackson". For months she stalked, Threatened harassed, and terrorized me with intent to violate my Lawful Custody, and seize Baby Carlie. Hunter finally caught me off- guard while I sought pediatric care at the children's Hospital at 9:30 a.m., October 7, 2022. Stalking is not an exaggerated description. The hospital visit was unplanned. I had only decided at 8:00 a.m. to take Baby Carlie for medical testing. Because I was two hours away from Philadelphia far from Hunter, I felt safe and did not engage my normal Paid, Bonded, Professional, "Men- in- Black" Security. My brother was not with me. I was alone and vulnerable. Hunter ordered her agent Tyshee Brown to accost me as I exited the Lab. I was shocked and Horrified to see this person who was taking orders from Hunter on the phone. Hunter falsely accused me of "Improper Feeding of an Infant" due to the 2 ounce serving of Apple Sauce that had been Medically approved just 3 days prior on October 3, 2022. On that day I was also Certified as a Foster Parent by Hunter's own agency. After disputing with me over the food, Hunter demanded possession of Baby Carlie. I nearly had a heart attack from fear. I knew my Rights; I knew Hunter's lack of jurisdiction or Probable Cause. I knew Hunter's desperation to seize Baby Carlie. I just didn't know how to fight and conserve my liberty and protect Baby Carlie. Hunter likes to call the police to intimidate her victims into submission. My thoughts were, If I lost my Liberty how could I save my grandchildren? One of my older grandchildren had already been Kidnapped Trafficked and Medically Injured under Hunter's

supervision. Today She fulfilled her threats saying, " I'm going to make an excuse every day to take that Baby away from you... you filthy...( explicative)".

My Claim of Medical Kidnapping is real.

"MEDICAL KIDNAPPING" is a Multi Trillion dollar system involving cps, pediatric hospitals and schools. Children are strategically seized and identified for the purposes of involuntary organ and tissue harvesting and Sexual Exploitation. Infants are most easily alienated from their families while they are highly prized as bringing highest market value. These "human lab animals" are often Caged, Chained, and Tortured so as to extract desired tissue and cells which renders them disfigured beyond recognition. Often they are simply killed. My grandchildren in particular have a highly sought after Gene Pool due to our highly Diverse "Racial Black, Caucasian, and Amerindian Admixture" as Melungeon Cherokees. Medical Kidnapping is not sinply a Conspiracy, which is not simply a Theory. It is a Multi Trillion dollar Criminal Enterprise of global proportions. Hundreds of thousands of child victims are seized by CPS with Philadelphia DHS noted as the worst of the worst in the Nation. Children are isolated from their families whom are obstructed by the courts. Children are trafficked abroad, irreparably injured, and killed to feed an Insatiable Beast. Baby Carlie has been isolated and denied all contact with her family for

1,171 days, 28,102 hours. The court is attempting to further obstruct Our Human and Constitutional Rights by contesting my Adoption petition of Baby Carlie and attempting to adopt her instead to the very "foster couple", Mathilda Shapiro and Marc Beck whom are recorded as the perpetrators whom are Ravaging her!!! Said fosters are under investigations alleging Medical Insurance Fraud; Fraud upon the court; Welfare Fraud; Child Trafficking; child pornography; and other Crimes against Humanity.

Many other babies like Baby Sul"yeh Williams and baby Hope Jones have been murdered in DHS custody by Criminal fosters. I believe that Baby Carlie is Dead...Dead a long time ago, like the many others. I have spent over $100.000 in Legal and Related fees to no avail. In desperation, I am asking for Gift funds to pay for the mounting Legal Fees, Investigations, and possibly the Funeral and Memorial costs.
