Agua & Resistencia contra el COVID 19 en La Sierra

Desde hace dos años, desde la Red de Iniciativas Comunitarias (RICO e.V.) venimos trabajando con varios colectivos de La Sierra, un corregimiento de Chiriguaná que forma parte del Corredor Minero del Cesar, Colombia. Allí, nuestras amigas, las Mujeres Guerreras de La Sierra, junto con otros colectivos del corregimiento y la comunidad en general, enfrentan los impactos territoriales de la minería de carbón; la violencia paramilitar, guerrillera y del Estado, así como el abandono por parte de este último; y el racismo de gran parte de la sociedad. Este racismo viene de quien ve en las comunidades negras algo menos, dispensable, no digno de protección ante proyectos de infraestructura, proyectos agroindustriales o minería de carbón. Hoy, la indiferencia y este racismo histórico ponen a la comunidad de La Sierra y a sus vecinos en el Corredor Minero ante una terrible situación: ¡no hay cómo responder ante la emergencia sanitaria y socioeconómica generada por el COVID-19!
El requisito básico para protegerse del COVID-19 es el acceso a agua potable, con la cual lavarse las manos, cocinar, hidratarse y limpiar las superficies adecuadamente. El corredor minero del Cesar, desafortunadamente, no solo es uno de los lugares con mayor tasa de desertificación del país (junto con La Guajira) sino que tiene uno de los servicios de agua más deficientes. Esta mala calidad del agua está generando actualmente numerosas enfermedades en la piel y malestar en La Sierra.
Desde mediados de marzo, venimos conversando con las Mujeres Guerreras y su comunidad sobre cómo les gustaría ser apoyadxs en las circunstancias actuales. Juntos hemos identificado filtros de agua fabricados en Colombia que son fáciles de usar y reparar, y cada uno de ellos puede servir a un hogar. Con estos filtros, La Sierra podrá tener suficiente líquido para protegerse del coronavirus. Como los filtros de agua tienen una vida útil garantizada de al menos 3 años (después de eso, el filtro de arcilla puede ser reemplazado por unos 10 euros), nos gustaría enviar desde aquí la señal de que la solidaridad no conoce fronteras y puede hacer que comunidades luchadoras sean más fuertes incluso en tiempos de crisis.
Debido a la mala calidad del agua en la región y a la crisis mundial de salud actual es urgente ofrecer una alternativa lo antes posible. Por eso, estamos tratando de recaudar fondos con urgencia para equipar con filtros de agua a tantos hogares de La Sierra como sea posible. Actualmente habitan en La Sierra aproximadamente 350 hogares. Según la cotización que recibimos, cada filtro cuesta 154,700 COP (= aprox. 35 EUR - IVA incluido). Hasta ahora hemos podido recaudar casi 3.000 euros a través de redes locales en Alemania y Colombia, por lo que el objetivo realista es financiar 250 filtros (=38,675,000 COP). Nuestro sueño es poder alcanzar la meta de 10.000 euros (6,000 EUR en gofundme y 4,000 EUR por fuera).
Debido a la situación de pobreza y desempleo, casi ninguna familia puede permitirse comprar los filtros por sus propios medios. Sin embargo, los residentes de La Sierra no quieren recibir nada como regalo y han acordado proporcionar 25 horas de trabajo comunitario por familia para adelantar actividades como renovar la escuela y el centro de salud, así como para sembrar y cuidar los parcelas comunales. Esta última tiene por objeto garantizar la seguridad alimentaria de la comunidad.
Tan pronto como se haya hecho el pago por el 50% de los filtros, estos serán enviados a La Sierra. Allí, la comunidad, dirigida por las Mujeres Guerreras, ha propuesto enviar gran parte de su "fruta doméstica" (muchos de los hogares tienen mangos y cocoteros) a Cali, donde se distribuirá sin costo alguno entre comunidades vulnerables de Siloé.
Con este esfuerzo, la comunidad quiere generar estructuras y capacidades que perduren para salir de esta y otras crisis con dignidad.

In den letzten zwei Jahren haben wir, das Netwerk kommunitärer Initiativen (RICO e.V.) mit mehreren Kollektiven in La Sierra, eine Gemeinde der Stadt Chiriguaná, das zum Steinkohlerevier von Cesar gehört, zusammengearbeitet. Dort müssen unsere Freunde, die Mujeres Guerreras de La Sierra (kämpfende Frauen von La Sierra), zusammen mit anderen Kollektiven aus der Region und der Gemeinde, mit den sozio-ökologischen Auswirkungen der großen export-orientierten Steinkohletagebauten, der paramilitärischen, Guerilla- und Staatsgewalt, sowie der historischen Vernachlässigung von Seiten des Staates und dem Rassismus eines großen Teils der Gesellschaft im Allgemeinen widerstehen. Dieser Rassismus kommt von denen, die in den schwarzen Gemeinden etwas weniger, entbehrliches sehen, was keinen Schutz vor Infrastruktur-, agroindustriellen oder Bergbauprojekten würdig sind. Heute bringen historische Gleichgültigkeit und Rassismus die Gemeinschaft von La Sierra und ihre Nachbarn im Corredor Minero in eine schreckliche Situation: Es gibt kaum eine Möglichkeit, auf die durch COVID 19 verursachte gesundheitliche und sozioökonomische Notlage zu reagieren.
Unsere kämpfende Freunde suchen nun nach Unterstützung, um sich vor der COVID-19-Pandemie zu schützen. Die Grundvoraussetzung für ein solchen Schutz bedeutet, Zugang zu Trinkwasser zu haben, mit dem sie sich die Hände waschen, baden, hydratisieren und kochen können. Der Steinkohlerevier von Cesar ist einer der Orte mit der höchsten Wüstenbildungsrate Kolumbiens (zusammen mit La Guajira) und einer der am meisten defizitären Wasserdienstleistungen. Seit mitte März erörtern wir mit den kämpfenden Frauen und deren Gemeinde darüber, wie sie am dringlichsten unter den derzeitigen Umständen unterstützt werden möchten, um langfristige Lösungen für ihre Probleme bieten zu können. Zusammen haben wir in Kolumbien hergestellte Wasserfilter identifiziert, die leicht zu bedienen und zu reparieren sind und jeweils einen Haushalt versorgen können. Mit diesen Filtern werden die kämpfenden Frauen und ihre Gemeinschaft in der Lage sein, genügend Flüssigkeit zum Trinken und Kochen haben, um sich und deren Gesundheit durch richtiges Händewaschen schützen zu können. Da die Wasserfilter eine gewährleistete Lebensdauer von mindestens 3 Jahre haben (danach kann man für ca. 10 EUR den Tonfilter ersetzen), möchten wir hier ein langfristiges Zeichen setzen, dass Solidarität keine Grenzen kennt und widerstandsfähige Gemeinden auch in Zeiten der Krise stärker machen kann.
Aufgrund der vielen Hauterkrankungen, die jetzt wegen der schlechten Wasserqualität auftauchen, ist es dringend notwendig schnellstmöglich eine Alternative zu bieten. Sonst besteht ein hohes Risiko, dass die Gemeindemitglieder sich nicht richtig gegen Corona-virus durch Händewaschen und Flächendesinfektion effektiv schützen können. Deswegen bemühen wir uns, schnellstmöglich Gelder zu sammeln, um möglichst viele der ca. 350 Haushalten von La Sierra mit Wasserfiltern auszustatten. Nach dem Kostenvoranschlag , dass wir bereits erhalten haben, kostet jedes Filter 154,700 COP (=ca. 35 EUR inkl. MwSt.). Bisher könnten wir über lokale Netzwerke in Deutschland und Kolumbien knapp 3.000 EUR davon sammeln. Damit wäre das realistische Ziel, 250 Filter erwerben zu können (=38,675,000 COP). Somit ist unser Traum ca. 10,000 EUR zu sammeln (6,000 EUR über Gofundme + 4,000 EUR jenseits).
Aufgrund der erdrückenden Armutssituation und Arbeitslosigkeit, kann sich kaum eine Familie das Geld für die Filter zu vollstrecken. Da die Anwohner*innen von La Sierra aber nichts geschenkt bekommen möchten, haben sie sich bereit erklärt dafür 25 "Gemeindestunden" pro Familie bereit zu stellen, um etwa die Schule und das Gesundheitszentrum zu sanieren, sowie die Gemeinschaftsäcker zu säen und zu pflegen. Letzeres soll die Ernährungssicherheit der Gemeinde in der kommenden Gesundheits- und Wirtschaftskrise ermöglichen.
Sobald die 50% Vorkasse beim Filterproduzent eingetroffen ist, sind es nur wenige Tage bis die Filter in La Sierra ankommen. Dort hat die Gemeinde, angeführt von dessen kämpfenden Frauen, vorgeschlagen, ein Großteil ihres "Hausobsts" (viele der Haushalten hat Mango- und Kokosnussbäume) nach Cali zu schicken, wo es kostenlos in dem benachteiligten Stadtviertel Siloé verteilt werden soll.
Langfristig soll die Gemeinde, angestoßen durch Impulse wie diese, Strukturen und Kapazitäten aufbauen, um würdig aus dieser Krise rauszukommen.

In the last two years, we, the Network of Community Initiatives (RICO e.V.), have been working with several collectives in La Sierra, a community in the town of Chiriguaná, which is part of the Cesar coal mining area. There, our friends, the Mujeres Guerreras de La Sierra (Fighting Women of La Sierra), together with other collectives from the region and the municipality, have to resist the socio-ecological damages of the large export-oriented, open-cast coal mines, the paramilitary, guerrilla and state power. This takes place in a context of historical neglect on the part of the state and the racism of a large part of society in general. This racism comes from those who see in black communities something less, dispensable, that is not worthy of protection from infrastructure, agro-industrial or mining projects. Today, historical indifference and racism are putting the community of La Sierra and its neighbors in the Mining Corridor (Corredor Minero) in a terrible situation: there is little opportunity to respond to the health and socio-economic hardship caused by COVID 19.
Our fighting friends are now looking for support to protect themselves from the COVID 19 pandemic. The basic requirement for such protection is to have access to drinking water to wash their hands, bathe, hydrate and cook. The Cesar coal mining area is one of the places with the highest desertification rate in Colombia (together with La Guajira) and one of the most deficient water services. Since mid-March, we have been discussing with the struggling women and their community how they would most urgently like to be supported under the current circumstances in a way that can simultaneously foster long-term solutions to their problems. Together, we have identified water filters manufactured in Colombia that are easy to use and repair, and each of which can serve one household. With these filters, the activist women and their community will be able to have enough liquid to drink and cook, to take care of themselves and their health by washing their hands properly. As the water filters have a guaranteed lifetime of at least 3 years (after that, the clay filter can be replaced for about 10 EUR), we would like to send a long-term signal here that solidarity knows no boundaries and can make resistant communities stronger even in times of crisis.
Due to the many skin diseases that are now emerging because of the poor water quality, it is urgently necessary to offer an alternative as soon as possible. Otherwise there is a high risk that community members will not be able to protect themselves effectively against corona virus by washing their hands and disinfecting surfaces. Therefore, we are trying to collect funds until as soon as possible to equip with water filters as many of the approx. 350 households of La Sierra as possible. According to the cost estimates that we have already received, each filter costs 154,700 COP (= approx. 35 EUR VAT included). So far, we have collected almost 2.000 EUR of this amount through our local networks in Germany and Colombia. Hence, the realistic goal is to aim for 250 filters (=38,675,000 COP). Our goal is thus to get as close as possible to a target of 10.000 EUR (6,000 via gofundme and 4,000 over other channels).
Due to the crushing poverty situation and unemployment, hardly any family can afford pay the filter for themselves. Since the residents of La Sierra don't want to receive anything as a gift, they have agreed to provide 25 hours of "community work" per family to renovate the school and the health center, as well as to sow and tend to the community fields. The latter is intended to ensure food security for the community in the coming health and economic crisis.
As soon as the downpayment for 50% has been received by the filters’ producer, it will take only few days until the filters arrive in La Sierra. There, the community, led by the Mujeres Guerreras, has proposed to send most of their "domestic fruit produce" (many of the households have mango and coconut trees) to Cali, where it will be distributed in the vulnerable community of Siloé.
In the long term, and propelled by initiatives like this one, the community can build up structures and capacities to come out of this crisis with dignity and developing alternative economies to coal mining.
