Housing Opportunities = Thriving Communities

Vote Yes for Affordable and Workforce Housing!
Ballot Issue 1A will raise money through a new property tax in Pitkin County that is explicitly dedicated to the purchase, construction, conversion, and conservation of affordable and workforce housing. Voters are asked to approve a modest property tax raise of $121 per million dollars of actual residential value or $435 per million dollars of actual commercial value, annually.

Individuals and families in Pitkin County can't afford to own a free market home here, and most can't afford free market rental rates because incomes and wages haven't risen as much as housing costs. The median home sale listing in Pitkin County is currently $7 million, while the median wage is $50,700 per year.

Ballot Issue 1A will raise money to prioritize housing for workers in critical community services such as emergency response, transit, road and bridge, healthcare, adult and child welfare, teaching, and childcare, by constructing, buying down, preserving, and operating affordable housing. The goal is to deliver 250 new rental and ownership units over 10 years.

The Pitkin County Board of County Commissioners recognizes that it will need to form partnerships to create new housing with nonprofits, governmental entities, local businesses, housing trusts, and private organizations. It takes everyone working together to house the workers who provide critical services in our community! Pitkin County's money in a partnership will prioritize workers in the critical community services listed above.

Ballot Issue 1A will also direct some money to create a first-of-its-kind capital reserve maintenance fund to conserve and maintain our current affordable housing inventory. With some current deed-restricted units reaching 40 years of age, we need to invest in their maintenance to keep them safe and affordable for years to come.

Some of the tax revenue will also be dedicated to stabilizing homelessness. Our homeless population has a variety of needs, and jail and the hospital are not always the best places for our public safety agencies to bring a homeless person experiencing crisis. Our community has a gap in serving our homeless population, and Ballot Issue 1A seeks to reduce impacts on public agencies by developing transitional and supportive housing, and housing stability services.

The Pitkin County BOCC also wants to ensure that new housing will not threaten or compromise the rural character of our county. Importantly, 1A includes language that would require any new housing to be built in areas proximate to existing employment, services, and facilities.

Pitkin County has limited opportunities to raise revenue. It can't ask voters for a real estate transfer tax, an excise tax on luxury goods, an employee head tax paid by businesses, or a targeted tax on specific types of properties. The housing crisis got worse as real estate values increased, so a property tax most closely connects the problem to the solution and equitably spreads the benefits of an increased real estate market across the community.
