Urgent Help for Suzanne's Dad: Hurricane Relief

Hi. This is Suzanne from Oregon. My 86-year-old dad needs your help.
His home was fully flooded by Hurricane Milton. He lived in a non-flood zone in Lakeland. The water came up over his front steps and to the level of his doorknob, about 6 ft. The whole house, carport, and car are flooded. The floor of his home gave way, and he collapsed through the floor. Neighbors heard him calling for help, and rescuers were able to get him to Lakeland Regional Hospital. He is still there. They have been caring for his broken bones and cuts & scrapes. Yesterday he had an episode with his heart.
We need to find him temporary housing. I contacted his home insurance company, and as you know, they don't cover flood. He didn't have flood insurance since he was in an X5 (500-year no flood zone).
All of his oxygen containers and machines were flooded. His car, electric scooter, and scooter lift for the car were submerged. All of his medications were submerged as well.
His car insurance just called and said they cannot provide any assistance for flood damage.
His home insurance let me know that since they don't cover flooding, there will be no help.
He lost his food, clothes, and all his belongings.
I haven't been able to get there yet for pictures. I called neighbors and was told the whole neighborhood was flooded and that affected sewage, so everyone was evacuated.
