Thor's Vet Bills from Pit Bull Attack

On Sunday, November 12, around 1:30pm, there was a pit bull roaming through our neighborhood, UNLEASHED, and as Thor had spotted him, he tried jumping a fence next door, but fell into the pit bull's clutches. Jose, his parents, and his brother were doing everything they could to unclench this dog's jaw and luckily they were successful. The owners didn't respond as fast to get to the dog, which is also what frustrates me. Sadly, I won't be able to have a case since Thor isn't considered of "monetary value to the owners", so we won't be compensated for the vet bills. As for the dog's actual owner apparently he's in jail, so the dog was left under the care of his girlfriend's parents. I'm trying my best to see if I have a case at all to remove this dog from our neighborhood.
