Assalam alykum dear brothers and sisters from our respected Iraqi Community
Greetings to All,
We would like to inform you that your community organisation, the Iraqi Welfare Association (IWA), is currently going through a difficult financial situation due to unfair measures imposed against IWA by the Charity Commission for England and Wales.
The Commission visited IWA in September 2024, as part of a routine compliance visit, to get an overview of the work the IWA carries out.
However, as soon as they became aware of IWA's work to deliver donations to needy individuals and orphans in Iraq, their tone changed and became very negative towards IWA activities.
After this meeting and until now, IWA stopped receiving donations to Iraq and reduced its services to the community.
The trustees of IWA decided to fully cooperate with the Commission and answer all queries and questions with full details and transparency since IWA doesn't have anything to hide or fear from because it's work is purely to satisfy Allah Tala and to serve our community.
The IWA appointed a specialized law firm in dealing with the Commission to use in a limited way to help with answering the queries and questions of the Commission.
After many months of engagement with the Commission and providing hundreds of documents and files, especially those related to IWA's work to deliver donations in Iraq, the Commission stance is still very negative.
Recently, the Commission sent letters to previous trustees of IWA threatening them of being disqualified as trustees in the future. The Commission may do the same with the current trustees.
Based on this latest development, the current trustees decided to obtain a more involved assistance from the law firm to face the challenges from the Commission.
However, as it is known to all, the cost of using lawyers is very expensive, and IWA cannot bear such cost in addition to continue providing services to the community.
Therefore, the trustees decided to appeal to the community to ask for financial assistance to cover the legal costs which IWA cannot afford to pay.
IWA was established in 1991 and since then, IWA helped thousands of families with providing free advise on various issues, care for our children and youth through various constructive activities, carry out recreational activities for families, deliver educational lectures, and many many more services through the past 34 years.
Today, IWA needs the community to support it financially to defend its existence and its continuation to serve the community.
In fact, this support won't be only for IWA but for all the Iraqi community organizations and charities that serve our community because what is happening to IWA will happen to others unless we face the challenges from the Commission and come out safely from them.

السلام عليكم إخوتنا واخواتنا أبناء الجالية العراقية الكريمة،
تحية طيبة وبعد،
نود أن نحيطكم علما بان جمعيتكم، جمعية رعاية العراقيين في بريطانيا، تمر بظروف مالية صعبة في الوقت الراهن وذلك على اثر إجراءات تعسفية ضد الجمعية من قبل مفوضية الجمعيات الخيرية لانكلترا وويلز
(Charity Commission)
إذ قامت المفوضية بزيارة الجمعية في شهر سبتمبر ٢٠٢٤ كزيارة روتينية للاطلاع على عمل الجمعية ونشاطاتها.
ولكن ما ان اطلعوا على عمل وجهود الجمعية في إيصال التبرعات والمعونات إلى الأيتام والمحتاجين الى العراق حتى تغير موقفهم إلى موقف سلبي جدا من فعاليات الجمعية.
ومنذ ذلك الوقت إلى الآن أوقفت الجمعية استلام التبرعات وإرسالها إلى العراق كما حددت من نشاطاتها لخدمة الجالية العراقية.
وقد قرر أمناء الجمعية التعاون التام مع المفوضية والإجابة على كل تساؤلات الموظفين المسؤولين ومطاليبهم بكل تفصيل وشفافية حيث ليس للجمعية أي شيء تخفيه او تخشى منه لان عملها خالص لوجه ومرضات الله عز وجل ولخدمة جاليتنا الكريمة في المهجر.
واستعانت الجمعية بشكل محدود بخبرة شركة محاماة متخصصة في التعامل مع المفوضية الآنفة الذكر لكيفية الإجابة على تساؤلاتهم.
وبعد الاشهر العديدة ومئات الملفات والحسابات التي تبين وتشرح عمل الجمعية وبالخصوص عملها لإيصال التبرعات إلى العراق، لا زال موقف المفوضية سلبيا جدا
ومؤخرا قامت المفوضية بالاتصال بمجموعة من الامناء السابقين وهددتهم بإلغاء حقهم بان يكونوا امناء في المستقبل وقد تقوم المفوضية بتهديد الامناء الحالين كذلك.
بناء على هذه التطورات، قرر الامناء الاستعانة بشكل أكبر بشركة المحاماة لمواجهة التحديات من قبل المفوضية
ولكن كما هو معلوم للجميع أن كلفة الاستعانة بالمحامين عالية جدا والجمعية لا تستطيع تحمل هذه الكلفة في الوقت الراهن بالإضافة إلى استمرارها في عملها في تقديم الخدمات المختلفة لأفراد الجالية العراقية الكرام. .لذا قرر الامناء ان نتوجه لجاليتنا الكريمة لطلب مساعدة الجمعية ماليا لتوفير أجور المحاماة التي يمكن أن تصل إلى مبالغ كبيرة تعجز الجمعية على توفيرها.
لقد تأسست الجمعية في سنة ١٩٩١ ومنذ ذلك الوقت والى اليوم قامت الجمعية بخدمة الاف العوائل الكريمة في جاليتنا بتقديم خدمات النصيحة مجانا لكل جوانب الحياة في المهجر والاهتمام بأطفالنا وشبابنا من خلال النشاطات العديدة والهادفة والقيام بنشاطات ترفيهية للعوائل الكريمة وتقديم المحاضرات والدروس العديدة والكثير الكثير من الخدمات على ما يزيد على اربعة وثلاثين عاما.
والجمعية اليوم تحتاج الجالية لاسنادها ماليا للدفاع عن وجودها واستمرارها في خدمة الجالية، وفي الحقيقة إن هذا الإسناد لن يكون فقط لجمعية رعاية العراقيين ولكن لكل الجمعيات والمؤسسات الخيرية العراقية التي تخدم جاليتنا في المهجر وأهلنا في العراق لان ما يحدث لجمعيتنا قد يحدث للجمعيات الخيرية العراقية الأخرى إن لم نواجه هذه التحديات من قبل مفوضية الجمعيات الخيرية ونخرج منها بسلام لأنه ليس لدينا ما نخشاه من هذا التحقيق
