In December 2024, Salem City Council voted in favor of HopeTree’s new rezoning application for its development project that could potentially include 340 residential units alongside some commercial businesses on approximately 32 acres.

The lawsuit highlights that the second application was filed less than a year after the first application was withdrawn. It also calls into question traffic data shared with the council and what it could mean for traffic congestion.
