On September 30th 1983, Joanie Hall was abducted from downtown Warrenton, Oregon. Almost forty one years later, Joanie Hall remains missing Over the past two years, our team has worked very hard to get the Joanie Hall case files unsealed. As of December 10th, 2018, the case files had a 75-year "protective order" placed on them by then sitting Judge Paula Brownhill. An order that no one could even challenge as the public was not notified. Joanie's family was not even notified. Hence, the public had been kept in the dark. Our team went to work by filing a petition and Clatsop County Oregon Judge Beau Peterson quashed the protective order and unsealed the files on December 29th, 2023. Our team paid for a portion of those files and it was over $500 for one box as the Clatsop County Sheriff's Office charged our team for doing the needed redactions.

Our team now needs some other files that are subject to Oregon Disclosure Laws and upon inquiring to the Clatsop County Sheriff's Office, we were informed that the files we need this time would also need to be redacted and the records we are requesting now will be $945. There are 62 files regarding the criminal activity of 14 persons of interest in the Joanie Hall case. When we learned this, our team member asked the CCSO if he could only get four of the files instead. But he was informed by the representative from the Clatsop County Sheriff's Office that he either needed to purchase ALL of the files he had initially asked for or he could purchase NONE of them at all. The state public records law (ORS 192.440 (4) and (5)) says an agency may waive fees for information provided in response to public records requests if the fee reduction is in the public interest because making the records available primarily benefits the general public. But that option (or even a reduction in the cost) has not been offered to our team member.

But we need these records. So we decided to start a fund and ask our followers if they could help us out with the cost of the $945.00 it will take to obtain all of the records.
