After being unlawfully subjected to approximately 1,317 days of cruel and unusually prolonged solitary confinement, the Pennsylvania Department of Corrections is finally Releasing Isiah Andrew Roten from the inhumane conditions of solitary punishment, and is placing him under General Population Status. Isiah is being transferred to The Management Control Unit within State Correctional Institution at Greene, in Waynesburg, Pennsylvania.
The Management Control Unit, often referred to as the "MCU", is a unit designated for the housing of inmates under a modified form of General Population "GP" Status for an indeterminate period of time. The inmates placed into the MCU are often placed there because they are considered psychologically and/or physically damaged as a result of their previous punishment of prolonged solitary confinement.
- Placement within the MCU has a significant impact on the conditions of confinement for Isiah, due to a variety of factors. As a general population status inmate, Isiah is going to need help purchasing clothes, such as Socks, T-Shirts, Boxer Briefs, Thermals, Sweatpants, Sweatshirts, Sweatshorts, as well as Laundry Soap Powder, Laundry Washbucket, and a Laundry Clothing Bag. Isiah is also going to need help purchasing footwear, such as Shower Shoes, Sneakers, Shoelaces. In addition to clothing and footwear, Isiah will also need helping purchasing hygiene products, such as deodorants, soaps, toothpastes, and certain OTC medicines that the prison system does not provide him. Isiah is now allowed to make phone calls and send emails to family and friends every day now and he will need help purchasing Phone Cards and Email Credits. Last but not least, Isiah will now be allowed to purchase healthier, higher quality food and other supplemental nutritional products from the GP Commissary List on a weekly basis.
