I’m Billy Frazier, a single Black father of four—including a 14‑month‑old baby—and the legal guardian who has protected and provided for my children for over a decade.
Right now, I’m fighting two battles at once: to keep a safe roof over my children’s heads and to expose a larger pattern of housing fraud, retaliation, and judicial corruption in Iowa.
This started when I used public records and FOIA requests to check why my rent suddenly went up. The documents I obtained show that my landlord and the local housing authority raised the rent without the federally required 60‑day notice and mishandled utility reimbursement checks that should have been properly accounted for. When I asked them to fix it, they didn’t correct the violations—they retaliated.
Because the same landlords own both my home and my neighbor’s home, she was dragged into this fight too. First came intimidation. Now they’re pushing to evict both of us—not for lease violations, but for daring to stand up for our rights.
This isn’t just about my family. It’s about every tenant who has been harassed, silenced, or displaced by a system that’s supposed to protect us.
Housing insecurity has been a crisis in our community, and I’ve seen how broken processes can be used as a tool of control against families who speak up.
To stop it, I filed suit—naming the landlords, their attorney and law firm, housing officials, and even postal officials who played a role. I also filed a federal RICO case in the Northern District of Iowa: (Frazier v. Jones, 1:25-cv-00033-CJW-MAR) documenting how these practices feed into a systemic pattern of corruption that harms families just like mine.
