My name is Tracey. I’m creating this fundraiser to support two of the most remarkable people I know — Billie Jo and Jeff — as they prepare to adopt and expand their already beautiful and selfless family.

Nearly two years ago, Billie Jo and Jeff became foster parents. But this wasn’t something they entered lightly. They had a deep connection to the biological parents of the children, and rather than stand by, they stepped forward — choosing to walk the hard road of fostering in hopes of protecting a family from falling apart.

This was not an easy journey, especially for Billie Jo. She had once lost her own children due to choices in her past. Rather than run from that pain, she chose to face it head-on — undergoing extensive background work that required her to revisit and write about some of the darkest chapters of her life. She did this not for recognition, but for love. Love for two children who needed a safe place. Love for a mother who reminded her of her former self. And love for the chance to be part of breaking a cycle.

Her husband, Jeff, walked alongside her — carrying the same emotional weight and commitment to healing and helping. Through their determination and vulnerability, they achieved something truly historic: they became the first people with complex backgrounds to be approved for foster care in the state of Utah.

Since that moment, their lives have changed in every way. They welcomed a 14-year-old girl and a baby boy into their home, building a new rhythm filled with court hearings, therapy appointments, required foster care classes, and rising day-to-day costs — all while running a sober living home and working full time. Billie Jo and Jeff are known across the addiction recovery community for their courage, grit, and integrity. They’ve helped countless people find freedom from addiction and rebuild their lives. Now, they’re quietly doing the same for these children.

And their story continues.

The same parents they once stepped in to help have now had another child — a newborn baby girl. Without hesitation, Billie Jo and Jeff asked God for guidance and said yes once again. They’re in the process of adopting all three children: a now 16-year-old girl who is thriving thanks to their love, a 2-year-old boy full of energy, and a brand-new baby girl.

This next step requires a safe, reliable family vehicle that can accommodate multiple car seats and their growing household — something they simply don’t have right now. They also need assistance with essential costs:

Their estimated vehicle cost is $15,000–$18,000, and every dollar raised will go directly toward helping them build a stable, loving environment for their children.
