Her name, for her protection, is "Marta" . She fled her country after surviving horrors that no court document can fully capture. She made it to the United States. A federal judge reviewed her case and granted her withholding of removal under the Convention Against Torture — a legal determination that sending her back put her life at risk.

"She had a work permit. She was rebuilding her life. Then ICE knocked on her door and told her it was just for a GPS monitor."

It wasn't. Once she walked into that office, she was detained again — this time without explanation. She was transferred between facilities in Texas, held in a freezing room with no bed and no blanket, cut off from her lawyers and from the people who loved her. She was vaccinated against yellow fever without being told why, transported in handcuffs as if she were dangerous.

She had a court order protecting her. ICE deported her anyway — to the Democratic Republic of Congo, a country she had never lived in, where she knew no one, and where the conditions she arrived to are dire. She and others in her situation are being held in detention, have fallen ill, and were pressured to sign documents renouncing their right to international protection.

The Colombian consulate offered only a one-time travel document — conditional on signing away her rights. The International Organization for Migration gave conflicting information. For weeks, no one could confirm where she was being held, or even where to send her documents.

Now, finally, her passport is on its way to her. She has identified a country that may offer her protection. But she cannot get there without a plane ticket.

Por su protección, su nombre será “Marta”. Ella huyó de su país después de sobrevivir horrores que ningún documento judicial puede describir completamente. Logró llegar a Estados Unidos. Un juez federal revisó su caso y le otorgó withholding of removal bajo la Convención contra la Tortura — una determinación legal de que regresarla pondría su vida en peligro.

“Tenía un permiso de trabajo. Estaba reconstruyendo su vida. Entonces ICE tocó su puerta y le dijeron que era solo para colocarle un monitor GPS.”

No era cierto. Una vez que entró a esa oficina, fue detenida nuevamente — esta vez sin explicación. Fue trasladada entre centros de detención en Texas, retenida en un cuarto helado sin cama ni cobija, incomunicada de sus abogados y de las personas que la aman. Fue vacunada contra la fiebre amarilla sin saber por qué, y trasladada esposada como si fuera peligrosa.

Tenía una orden judicial que la protegía. Aun así, ICE la deportó — a la República Democrática del Congo, un país donde nunca había vivido, donde no conoce a nadie, y donde las condiciones a las que llegó son extremadamente difíciles. Ella y otras personas en su situación han sido mantenidas en detención, han enfermado, y han sido presionadas para firmar documentos renunciando a su derecho a la protección internacional.

El consulado colombiano ofreció únicamente un documento de viaje de una sola vez — condicionado a que renunciara a sus derechos. La Organización Internacional para las Migraciones proporcionó información contradictoria. Durante semanas, nadie pudo confirmar dónde estaba detenida, ni siquiera a dónde enviar sus documentos.

Ahora, finalmente, su pasaporte está en camino hacia ella. Ha identificado un país que podría ofrecerle protección. Pero no puede llegar allí sin un boleto de avión.
