Hello, my name is Baer Dobson, and I am leading the fight for 54 families in The Colony Mobile Home Park in Salmon Creek, Vancouver, Washington, and 103 families in Silver Shores, Everett, Washington. Our story has recently gained public attention, as highlighted by The Columbian newspaper article, “Salmon Creek Mobile Home Park Residents Face Uncertain Future” (March 4th, 2025).
Our story began tragically in 2022 when our park owner passed away. The immediate crisis hit on December 6, 2024, when we were notified that the properties were being sold, triggering our opportunity to compete and purchase the land ourselves. This led us to form the Northwest Colony Mobile Community organization (which you can follow on Facebook), built by and functioning inside the park to pursue park ownership and protect tenants’ rights across the state. We quickly secured an 80% community mandate, hired a Washington state-licensed attorney who is leading our fight, and began building a powerful network.

We have worked directly with the Clark County Council, AMHO, and state legislators to help protect our rights, including successfully securing a 5% rent cap and a six-month moratorium preventing development. We are now continuing this battle to make these protections permanent state law, and we need your help.

Aug 22, 2025 – Clark County Coverage: The County Council unanimously approves the initial six-month emergency moratorium on mobile home park redevelopment applications.
Oct 22, 2025 – The Reflector: The County Council votes to extend the pause on redevelopment, a critical win that buys us more time to organize the purchase.
The Personal Commitment and The Goal
My personal commitment to this cause has been unwavering; I have been fighting this battle consecutively for 326 days without a day off, all while attending college full-time, homeschooling my daughter, and caring for my elderly mother. I have exhausted my personal savings to build the organization that has protected us up to this point, and now we urgently need community support.
The battle is far from over. Our attorney is guiding the legal strategy, but we need more funding to reach more people through letters, meetings, and legal filings. Our ultimate goal is to secure $21 - $39 million to purchase both The Colony and Silver Shores, permanently preserving low-income housing for 157 families. We are preparing for a potential six-year court battle to protect not only our first rights of refusal but the rights of all residents in manufactured home parks across Clark County and, eventually, the entire State of Washington. Every dollar brings us closer to securing our homes and setting a precedent for tenant rights.
