We are seeking to pursue a Judicial Review because we have believed all along that the planning process has been flawed. Here are some of the reasons we think are likely to be relevant:

“Closed mind”: Ministers may have signalled early approval to China, before formal procedures were followed, breaking the law and abusing planning powers. In a similar vein, objections disappeared after UK ministers returned from Beijing. Residents have felt like pawns in a geopolitical game since the start.

Security concerns: Building a fortified embassy with homes on site and critical infrastructure nearby, ignoring espionage concerns and the real human risk to dissidents, is indefensible.

Procedural unfairness: We were shut out of the process. No consultation. No transparency. No respect for the people who live here.

Legitimate expectation: We were promised due process and protection. We got silence.

What’s wrong with the embassy plan?
We still live here. 100 families. Nurses, teachers, pensioners. Our 100 homes are on land now owned by the Chinese government. That means the Chinese ambassador is our landlord - with rights to enter our homes.
我們仍然住在這裡 ,足足一百戶家庭,包括護士、教師、退休人士。我們的一百個住所現已位於中國政府擁有的土地上。這代表中國大使成為我們的業主,有權進入我們的住所。
China refuses to answer us. Since 2018, we’ve begged for assurances: will we be evicted? Will we be safe? Can we stay? Beijing’s answer: not until we get planning permission. This refusal, and the proposal to install a temporary style wooden boundary fence as a dividing line, raises fears that the Chinese Government intends to take back the entire 100 apartments at St Mary Graces Court once they secure diplomatic status for the site, leaving us homeless.

This embassy is a fortress. It’s not a normal diplomatic building. It will have secret communications centres, fortified walls, and surveillance technology that can monitor our entire estate, even our bedrooms. It will also stand on top of critical UK cables that MI5 warn are a security risk to the UK.

The UK Government knows the risk - and ignored it. Our independent security report warns that this site puts families and national security at risk. Even the UK’s Head of Counter-Terrorism originally objected - citing threats to residents and dissidents. But since ministers returned from Beijing, objections have mysteriously vanished.

Ministers made no mention of the 100 families living here. We are alarmed that the letters from Home Secretary Yvette Cooper and Foreign Secretary David Lammy have ignored the fact that UK families live in 100 apartments on the land that is actually part of Royal Mint court - and is owned by the Chinese government. Our Resident’s Chairman has personally appealed to ministers, submitted the full Crilly Consultants security report, and our plight has appeared in The Times, FT, BBC, CNN, and more. What is happening to democratic accountability in this country?

The first duty of the UK government is to protect its citizens. We understand the UK’s diplomatic obligations - but not at the expense of its own people. The refusal to acknowledge the basic risks of housing a high-security foreign embassy on top of a residential block is deeply troubling. It appears the government is prioritising relations with Beijing over the safety of its own citizens.
英國政府的首要職責是保護其國民。我們明白外交義務,但不能以犧牲本國人民為代價。將一個高安全級別的外國大使館設於住宅區上方,而拒絕承認基本風險,是極度令人不安的。
It’s not just about us. Dissidents, including Hong Kongers, Uyghurs, Tibetans, Taiwanese and Chinese exile communities are terrified. They’ve told us they no longer feel safe protesting outside the site, and on British soil. Their presence, and ours, will be met with constant surveillance and intimidation by a regime known to harass and threaten activists - even abroad.

The people have spoken, and they support us.

On 8 February 2025, thousands of British citizens - including Hong Kongers, Uyghurs, Tibetans, Taiwanese and Chinese pro-democracy activists, and human rights campaigners - gathered outside Royal Mint Court in protest against this embassy.

They were joined by cross-party MPs, journalists, and allies. Together, they said NO to the Chinese embassy, and YES to democratic values, safety, and justice.

Further mass protests followed on 15 March, 3 May, and 14 June - showing growing national resistance to the plan.

They continue to protest, and have made it clear: they won’t stop until this mega-embassy deal is over.
