Help Fund the Fight: Reject RePoly’s Plastic Factory in Moss Vale
RePoly (formerly Plasrefine) is appealing the NSW Independent Planning Commission’s (IPC) decision to reject a massive plastic processing factory in Moss Vale — a proposal that the IPC refused in January this year.
Moss Vale resident, Sam Wood, who is the chairperson of Southern Highlands Matters, has formally registered as a Respondent in the appeal, meaning we are now represented as a legal party to the proceedings and will be represented in Court.
But legal action is expensive. We need to raise around $180,000 to fund senior legal counsel, expert witnesses and coordination of the full legal process.
Why This Matters
If approved, this would be one of the largest facilities of its kind in Australia.
It’s located dangerously close to residential areas, schools, Australian BioResources (Garvan Institute of Medical Research) and Sydney's drinking water catchment.
Not only could it set a precedent for future plastics infrastructure right across NSW.
Moreover, it could also change the Southern Highlands forever. We’ve secured top-tier legal representation, are tracking court developments, preparing evidence and coordinating experts — but we cannot do this without urgent community backing.

The Clock is Ticking...
- 17 July: RePoly lodged its appeal in the Land and Environment Court.
- 29 July: First Notice of Motion hearing. Beatty Hughes & Associates appeared for Sam Wood as a Respondent and was formally joined to the case.
- 5 August: Community meeting held at Moss Vale RSL Club.
- 14 August: Deadline for eligible objectors to apply to be heard in the appeal.
- 18 August: Directions hearing scheduled.

The Registrar also made the following directions:
1 September – IPC’s SoFAC is due.
25 September – 2nd and 3rd Respondent’s SoFACs are due.
2 October– Applicant’s SoFAC in Reply is due.
14 October - Garvan Institue of Medical Research SoFAC is due
17 October – Case management conference (9:30AM)
17 November – s 34 conference (10:00AM)
24 November – Directions hearing (10:30AM)
Dates are subject to change by the court
We expect the appeal process to unfold over several months — likely until early 2026 — though this depends on the Court’s calendar. And the final outcome will shape our Southern Highlands region’s future.
