Chapelizod Community for Democracy and Sustainability CLG, is a company formed following public meetings, hosted by the combined association of Chapelizod, to raise awareness in the community of the plans for the development of the Springvale site in Chapelizod. The Company is seeking a Judicial Review of the decision of Dublin City Council to grant itself Planning Permission to develop  the Springvale site, in what the Company, the combined associations of Chapelizod and the wider community, consider to be a completely inappropriate way, taking into consideration  the site’s location and the nature of the surrounding locality.

This is what is happening to the Springvale site in Chapelizod. 

Chapelizod heritage village is the oldest village in Dublin, on the banks of the river Liffey, near Strawberry Beds and it is the gateway to the Phoenix Park.  It is steeped in history and is an architectural conservation area, with many listed buildings.  Springvale is the site of the Kings Garden which belonged to the Kings House located across the road, and is a site of historical and architectural interest.  The  Springvale site was, in the past, owned by the Community and had a playground and tennis courts.  Due to cost of insurance and maintenance, the site was handed over to Dublin City Council free of charge.  

Springvale is a gateway site to Chapelizod, in front of the Phoenix Park wall (a protected structure) and opposite a listed terrace of houses and a listed church. The proposed DCC plan is for 6 housing blocks containing 71 dwellings. 3 are 5 storeys high and will be built adjacent to the Phoenix Park wall. This is at the lowest point of the wall and the blocks will tower over the park wall and block the views of the church and River Liffey valley from the park and St Mary’s Hospital.

There will be 41 car parking spaces for an expected population increase of 220-300 people.

There is grave concern as to the content of the infill on this site which has not been investigated by DCC.

With local amenities, including schools, stretched to breaking point, almost non existent parking facilities, and a proposal to reduce public transport through Chapelizod, this development at this site, will have a detrimental effect on the community and the sustainability of the area. This is not a suitable or sustainable development for the Springvale site.

 WE ARE NOT AGAINST DEVELOPMENT ON THIS SITE.

We would like DCC to put forward a plan sympathetic to the location, and allow a development of the site which will enhances the area, and will integrate smoothly into the Community and environment of the Heritage Village of Chapelizod .

Please protect our beautiful village and help sustain community life, the environment, and the wider locality of this area.
