Hi Tubney and Fyfield neighbours,

Quick Summary (or TLDR!)

A group of residents have come together in collaboration with the Parish Council to raise funds to add a speed indication device (SID) to other measures that Oxfordshire County Council have generously offered to fund, aimed to slow the traffic through Tubney and Fyfield. Hopefully you may have read a newsletter on this.

We are trying to raise at least £2,500 to add one SID which would be shared and moved between three poles (two on Abingdon Road in Tubney and one on Netherton Road in Fyfield. Our aim is to raise £5,000 if we can so we can have two SIDs to move between three poles.

Please help us to make Tubney and Fyfield safer for everyone by supporting this and making a donation to help us reach the goal.

We will have three poles, so if we can raise £5,000 we could have two signs running and £7,500 would give us one on every pole provided by the Council. We may also be able to make maintaining the signs less laborious by adding solar power.

Dear Neighbour,

As you may have noticed, the traffic problem on Abingdon Road (Tubney), Digging Lane and Netherton Lane (Fyfield) seems to have worsened in recent times, in terms of both the volume and speed of vehicles now using our roads throughout the days and evenings. For example, some neighbours recently conducted a few random (unofficial) traffic surveys which suggested that (i) c.1,250 cars travel along Abingdon Road between 0530-0930 each morning alone and (ii) most cars travelling on Abingdon Road exceed the 30mph limit (with the majority of these significantly exceeding the limit). The speeds that many cars now travel represent a real danger to pedestrians and motorists alike; indeed, just recently a speeding motorist crashed into the car of one of our newest neighbours as he was turning into his driveway!

This issue has been raised by a small number of residents at recent Parish Council ('PC') meetings, but the PC has been largely powerless (and insufficiently funded) to act to date. To try to address this growing issue (and with the PC’s keen support), a small group of Tubney neighbours (the 'Slowing Traffic On Purpose In Tubney & Fyfield’ group - aka STOP IT!) met up in early June with a view to bringing the issue to the attention of the Council. Fortunately, Penny Budgen, who is a Parish Councillor, joined our effort and is now acting as the link between the OCC and the PC (because the OCC will only deal with the PC).

An exploratory meeting was subsequently held in Tubney with OCC’s Traffic Officer, Mark Francis, who – having himself recently witnessed the scale of the problem – has now undertaken to affect some improvements to Abingdon Road (Tubney), Digging Lane and Netherton Lane (Fyfield), namely the introduction of ‘30mph’ roundel markings and ‘dragons’ teeth as well as new ‘30mph’ signage (please see attached OCC's proposal that was just recently forwarded to the PC). These proposed improvements will hopefully have some positive impact, and they represent a step in the right direction; the issue of speeding on our road is now at least on OCC's radar (please forgive the pun!).

OCC is willing to fund most of the measures they've proposed; however, it will be left to the PC and villagers to manage (and fund) the acquisition and monitoring of an Evolis Speed- Impact Device(s), usually referred to as ‘SIDs’. Information about the Elan/Evolis SIDs that have been recommended to us can be found here. OCC's Traffic Officer believes (based on experiences elsewhere in the county and beyond) that installation of a SID would go some way towards discouraging speeding motorists; these units can then be used to collect data about traffic volumes and speeds, so that this can then be passed onto the Police and OCC in order to encourage further investments (such as more regular police speed checks, for example) that are required to address our traffic problem.

The PC’s original thinking was that one SID would be purchased and that this single unit would be periodically moved between three sites where poles (onto which the SID unit is mounted) would be placed: one pole-site in Fyfield, and two pole-sites in Tubney (near either end of Abingdon Road). OCC is willing to fund the installation of the three poles, but the SID device must be paid for by residents and the PC. However, it may be that purchasing two units – one for Fyfield and one for Tubney – could be a better approach, although clearly this is for all residents to decide and is dependent on our collective ability to fund two devices. We’re working on the assumption that we residents will need to periodically move the Tubney SID between the two poles in Tubney.

The estimated cost of acquiring and installing each device is £2,500 inc. VAT. (i.e. £5,000 inc. VAT for two devices). If there is sufficient backing of villagers in Tubney & Fyfield to proceed with the purchase(s), most of the cost would probably need to be paid for by us residents ourselves (although the precise contribution the PC could make will be better understood in September when the PC is next due to convene, but we know already that they have limited funds). A number of neighbours in Tubney have already expressed a willingness to contribute to the funding, but - as this would ideally be something that the wider Tubney & Fyfield communities support - we're now looking to canvass wider opinion from all residents in Tubney & Fyfield as to whether there is (i) an appetite for the installation of the devices and (ii) a willingness to contribute some small sum to the overall funding of their procurement. The STOP IT! group has created a WhatsApp group and we think that it might also be useful to create Tubney & Fyfield village email group so that we can keep everyone informed of developments. (Ideally such comms groups might also be useful in other ways too, to enhance our community living).
