Dear fellow residents,
We all live in Dublin city and understand that we badly need new housing stock, and that lack of housing is one of the most critical issues currently facing our city. Therefore to be clear, we are absolutely not against the building of new housing! The critical point here is that this housing should be suitable, affordable and overall have a positive impact to the wider community!
We also believe that the community and our democratically elected representatives should have the ability to engage constructively with proposed housing developments in their areas, to ensure alignment with the strategic Dublin City Development Plan, and to again ensure all housing developments are suitable, affordable and overall have a positive impact to the wider community! The current fast track SHD process does not allow this!! In fact the SHD process is allowing developers to drive critical elements of the planning strategy in our city. We are fundamentally opposed to this and do not believe this is the right strategy!

On March 16th 2022, LIONCOR developments submitted fast track plans to build 208 apartments across 5 blocks, up to 6 stories in height in the undeveloped area beside the Ben Dunne Carlisle Gym, in Kimmage Dublin 12 as follows:
This is an extremely small area for such a high-density development, is not sustainable and does not take into account the needs or views of current local residents nor the future planned residents of the new development themselves as follows:
- 208 apartments planned (all 1 or 2 beds) – not suitable for family living!
- Surrounding housing stock are all 2-story – does not integrate with in the community!
- Guiding price included of 2-bed apartment €670,000 – not affordable!
- Only 100 car spaces for ~624 residents! - Not realistic, area does not have suitable infrastructure
- Lack of suitable greenspace and playground areas!
- Does not address historical flooding events and ongoing risks – Poddle Alleviation Scheme currently in review in ABP
- Only one access point via existing gym entrance onto Kimmage Road West. No plans to upgrade with traffic lights. Existing footpaths on this road are very narrow. This is already a very congested & dangerous entrance, beside Whitehall Road junction. There was an accident at this junction already this year, tragically resulting in the loss of life.
- At up to 6 floors the blocks are grossly too high and will tower over surrounding houses. The lack of privacy is entirely unacceptable. Their own study indicates that nearby gardens will be entirely overshadowed by 4pm in June!
- Proposed development contains many material contraventions to Dublin City planning requirements, e.g. height & density.
I hope you can agree with us the new housing stock is critically needed for Dublin, but that this SHD is an entirely unacceptable development proposal!
This development follows the Fast Track SHD planning process and goes straight to An Bord Pleanála, and once decision is taken it cannot be appealed! The community with support from local resident associations, KDRA, councilors, TDs, etc., filed a total of 82 observations by the ABP deadline of April 19th. The decision is now pending ABP (due July 5th 2022), but based on historical record of approvals of SHDs we expect that ABP will approve.
Therefore, the only course of action to challenge the expected ABP decision is to follow the Judicial Review process, and we must START NOW to be ready by the time of the decision on July 5th!!

Kimmage Carlisle SHD Campaign - Donations and Refunding Policy
A GoFundMe page has been set up to raise money to support legal costs & other relevant expenses towards the judicial review process against the planning permission for the High Density SHD development planned at Carlisle in Kimmage.
Legal costs to support the Judicial Review will be in the region of €50,000 with our solicitor, Fred Logue.
When people make donations, they leave their name and email address on the GoFundMe page (names do not have to be publicly viewable but will be available to the organisers).
Scenarios:
1. If we don't raise enough money to proceed or if ABP reject the proposed development: donations received through GoFundMe will be refunded to all donors proportionate to their relative donation amounts.
2. If we raise enough money to proceed, ABP approves the proposed development and we win the judicial review: we should be entitled to >50% of our money back. This will similarly be refunded to GoFundMe donors proportionate to their relative donation amounts.
3. If we raise enough money to proceed, ABP approves the proposed development and we lose the judicial review, we will not be able to get our money back and there will be no refunds possible.
All communication in relation to refunds will be made with donors by email via GoFundMe.
In the event refunding of donations is possible, we will ask donors for their bank details and request a reply within a specific time period. If we do not receive their bank details within that timeframe, any remaining funds will be donated to a relevant charity.

Nobody involved in the campaign will be paid and all work done by this local group is on a voluntary basis. We will not keep any money afterwards and will do our very best to make sure that any donations that can be returned will be, with any amount remaining to be donated to a relevant charity. A full accounting can be provided to interested donors when the process is completed.
