Raphael Kwesi Osae was born in Leklebi Dafor to Ebenezer Osae a native of Kpalime Tsatee and a Border Patrol Office who at the time was stationed at the Ghana Togo Border crossing at Leklebi Dafor and Afuadza Agblewode, of Leklebi Dafor. The young Raphael stayed with his mother in Leklebi Dafor where he started grade school. His father later went for him and raised him in his hometown, Tsatee Kpalime. Tsatee is a village within the Kpalime Traditional Area, which is in the South Dayi District of the Volta Region in Ghana with a population of 1,758. His father was a disciplinarian and ensured that all his 18 children were raised under his supervision and ensured that they received the best education. Raphael who proved himself to be a very smart young man was sent to Anum Presbyterian Boys Secondary School. He went on to Azuanzi Technical School and later transferred to Kpando Technical Institute where he will later
return to serve as Vice Principal until his retirement. Raphael Osae loved to learn and read very widely. After his studies in Kpando technical Institute he sat for the HND (High National Diploma) exam and passed with distinction with the highest score nationally. This accomplishment earned him a government scholarship to further his university education at the Saskatchewan University in Saskatoon, Canada. Upon his return from Canada, he and other Ghanaians who were trained in Canada took over the Accra Technical Training Center, a Canadian Technical institute built in partnership between the Ghanaian and Canadian Government. Raphael Osae served as the head of the auto mechanic department. During this era in his life, he trained numerous students
including some from his hometown Tsatee. He would locate the youth who have completed their secondary education and bring them to Accra to train in numerous technical vocations. He really demonstrated his love for Tsatee by making sure that any young man or woman who expressed interest in technical education was brought to Accra to be trained. Some of them stayed with him and his young family at the time in Accra. Raphael Osae was a family man as he raised seven children (6 boys and a girl). Education did not happen only at school but also in the Osae household living room. He would bring library books home and have his children read them and discuss them in the living room after dinner. Growing up in the Osae household meant a love for learning and intellectual development. It is for all this that the Raphael Osae Memorial Library, when completed, will stand as a memorial and a legacy to a man who not only sought for education for himself, but pulled others along that educational pathway making a difference in the Tsatee community, in his own home, and across the nation. Your support to complete the Raphael Osae Memorial Library in Kpalime Tsatee will keep that legacy of learning going for all the children of the Presbyterian primary School and the Tsatee D/A Junior High School in Kpalime Tsatee who will be served by the library as well as all the Kpalime Villages for whom this library will be nearest and only library in that entire community. No donation is too small.
