A 250-megawatt Battery Energy Storage System (BESS)—ten times as large as any other BESS facility in New York—is being proposed less than a mile from homes and condos, and within 1.2 miles of three schools in the Hurley–Kingston–Ulster area. Thousands of residents, including children, would live within immediate proximity to a high-voltage industrial facility with documented fire and toxic-gas risks.
My name is Jillian Fried, co-founder and vice president of Integrity Project Solutions, Inc., a registered New York nonprofit based in Hurley, New York. Our organization has created a Community Legal & Advocacy Fund to ensure the proposed project is reviewed with full transparency and public oversight.
Donations will primarily go toward retaining legal counsel to guide and support the community throughout the full review and response process — including matters related to the State Environmental Quality Review (SEQRA), coordination with local agencies, and other legal or procedural steps necessary to ensure transparency and accountability. Additional funds will support expert input, flyers, signage, and public outreach to keep residents informed and actively involved.
Recent incidents show why independent review is essential.
In August 2025, a California battery facility fire forced a two-mile evacuation, and in September 2025, two Tesla Megapack units ignited at a Nevada storage site, releasing toxic smoke that burned for hours.
These events highlight that even modern systems can fail—releasing hydrogen fluoride, hydrogen cyanide, and chemical runoff that pose risks to air, soil, and groundwater quality.
Local risks are magnified here: limited evacuation routes, a volunteer fire department, and nearby wetlands and residential areas make this location unsuitable for a facility of this size.
Importantly, this location is not the only option—the Hudson Valley and greater New York region contain industrial-zoned sites already designed for large-scale energy infrastructure, safely distanced from schools and homes.
This is not a campaign against clean energy—it’s a call for responsible, community-safe development that protects our towns, ecosystems, and families.
