In 2021, a concerned group of New Canaan citizens formed "NC RADD": New Canaan Residents Against Destructive Development. NC RADD has been working to stop Arnold Karp's plan to build a ~100 unit apartment complex behind Hill St. The roughly 4-acre property was originally zoned for two single-family residences. Under normal circumstances, the town zoning board would reject such an enormous project. The size and scope are inappropriate for the location. The impact on the Hill St. community of small single-family dwellings and surrounding neighbors would be significant. However, Karp plans to utilize Connecticut's 8-30G law to override the local zoning authority to get the project approved and built.
The site encompasses wetlands that ultimately drain into the regional watershed. It is a heavily sloped property, so drainage from such a large structure and associated parking will inundate the wetlands. 30G applications can be successfully opposed based on the likelihood of environmental destruction.
NC RADD has been fighting Karp on this basis, but we need your help. Karp is a wealthy developer with political influence and well-paid lawyers. His paid-for experts claim his project will not harm the wetlands. This is absurd when you consider the project's scope and the nature of the site.
We have hired attorneys and must hire our own experts to refute his claims. But our resources are small when compared to Karp's.
