My family scammed by shipping company we need help

My family was scammed by Southeast Shipping LLC. Dubai for $13,500. Which I found out was 47% over charged to send our personal effects to the United States. It took us 8-9 months to save, and selling some items to cover the shipping cost. We are trying move back to the United States. We have been out of the United State for the last 7 years. The day before the shipment was to reach the US port. We received notice from the ship line agent that the shipment was not paid. The agent said if the payment was not made our personal effects would be seized, and auction off to cover the ship lines cost.
We were called by Southeast Shipping the next day, and was told they couldn't pay. Even though we paid before the shipment was loaded. They told us to pay again. So that the shipment would be released. The shipping line agent told us they would not wait very long. It’s now going on 5 months since the items were shipped.
I was to start my Captains training when I got back to the US. This shipment was going to be my main means of supporting my family, and with a new baby on the way. It would be a detriment to my family if these items are lost. The cost of replacement of these items extremely out ways the cost of the shipping cost.
We have opened a dispute settlement case against the company, but that cost money to fight and there is no frame of how long it could take, and if the company will even settle the cost.
