Me and my babygirl have to replace everything

Me and my family are in need of help asap. We went out of town for the holidays and this is what we came home to. The ceilings are completely gone insulation and water everywhere. My apartment is completely flooded out. I've contacted housing over three hours ago and haven't heard anything at all and this is very much so an emergency. It's cold outside.
