We have hit our baseline level and are now collecting for a contingency to cover the costs that other similar cases have seen.

In March 2026, the London Borough of Hammersmith & Fulham Council (LBHF) approved Transport for London’s (TfL’s) scheme to put a third cycleway on Holland Park Roundabout, even though it is likely to negatively impact

• Cyclists due to similar cycleways being more, not less, dangerous

• Residents, given the increased congestion and pollution, and traffic being pushed into local streets

A local resident has asked the High Court to review the decision on the basis that

• TfL and LBHF behaved irresponsibly by going ahead with a scheme that is likely to be more dangerous for cyclists.

• TfL acted in bad faith by saying that they would analyse data presented to them and then announcing the go-ahead with no rationale or feedback.

But he does not have the finances to support the campaign, and so is asking local people to help.

The campaign has gained significant local support, including from councillors, residents, businesses and cyclists, alongside growing press interest. This next step is important – for our local community and potentially for the wider scrutiny of similar schemes across London.

In March 2026, a third cycle lane was approved on Holland Park Roundabout which already has 2 well-used, historically safe cycle routes.

Yet, extensive research including the use of TfL data shows:

• The roundabout is already safe, with only 1 slight cycle accident in TfL’s 3-year period

• TfL’s proposal is likely to reduce cycle safety rather than improve it.

o TfL data shows that cycle lanes already installed on similar roundabouts have REDUCED safety, both overall and when taking any increase in cycling into account.

o Given cyclists' propensity to jump red lights, and TfL's scheme requiring them to stop up to 5 times to cross this roundabout, the likelihood of a vehicle accelerating to make a green light and crashing into a cyclist who has jumped a red light is high.

• TfL’s own modelling agrees that it will increase congestion on the roundabout, resulting in

o Increased journey times, including for users of buses and emergency vehicles

o Increased noise and pollution from idling traffic

o Displaced traffic along quiet residential streets

• Less than 12% of residents and 30% of cyclists expressed support for the scheme.

• TfL have refused to review the residents’ alternative – upgrading the existing cycling infrastructure around the roundabout periphery which is already popular and safe.

Not only are TfL wasting £6m of taxpayers’ money but also creating streets that are likely to be less safe for cyclists, more congested for other road users (including those unable to choose cycling as an alternative travel option) and less enjoyable to live in.

In November 2025, TfL agreed to review data and feedback outlining the concerns but acted in bad faith by announcing the go-ahead on 12th March 2026 with no rationale or feedback.
