The Campaign has secured a UK based international consultancy firm as preferred tenderer to do a feasibility study for the regeneration of Inchgreen Dry Dock. We believe there are major opportunities for the dry dock to become fully operational and bring work and skilled jobs for our community. The study will assist in identifying companies who would be interested in leasing or purchasing the dry dock in developing their business.
he feasibility study will cost £43,000, our funding target.
In the event we fail to reach the required £43,000 target, all money would be returned.
The Feasibility Study Purpose and Objectives
The purpose of the study would be to examine the feasibility of restoring Inchgreen dry dock to full operational use, thereby enabling shipbuilding, ship repair, fitting out and maintenance work contracts to be carried out on a commercial basis.
• To carry out a desktop dilapidation survey of the dry dock, and as far as can be determined from a desktop survey, to provisionally identify repair, reinstatement and redevelopment work deemed necessary to restore operational use.
• To establish provisional budget cost estimates of the necessary works.
• To establish a provisional estimation of site acquisition costs.
• To examine and report on the business case for restoring the dry dock.
• Investigating in more detail the potential opportunity for contract works in both private and public sectors.
The business case study would include a detailed economic analysis of potential demand for shipbuilding, repair and maintenance works, ancillary maritime services, identifying competitors locally, nationally and internationally.
Public-Private Partnering
The study aims to explore potential funding sources and financial incentives that could support the redevelopment of Inchgreen dry dock. This includes investigating various public and private funding opportunities, as well as identifying financial incentives that could make the project viable. The goal would be to provide a comprehensive analysis to inform decision-makers and stakeholders about the feasibility, costs, and benefits of restoring the dry dock to operational use.

This would include several key milestones and phases. The timeline would be designed to ensure a structured and efficient approach to the project, from initial planning to full operational use. Here are the main phases:
1.Initial Planning and Feasibility Study: This phase would involve conducting a comprehensive feasibility study to assess the viability of restoring the dry dock. This would include a desktop dilapidation survey, budget cost estimates, and a business case analysis.
2. Environmental and Regulatory Compliance: Ensuring compliance with all relevant legislative frameworks and identifying necessary mitigation measures to minimise environmental impacts.
3. Funding and Financial Planning: Exploring potential funding sources and financial incentives, including public and private funding opportunities.
4. Design and Engineering: Developing innovative design solutions that incorporate modern technologies and sustainable practices.
5. Construction and Redevelopment: Executing the necessary repair, reinstatement, and redevelopment works to restore the dry dock to operational use.
6. Operational Readiness and Launch: Preparing the dry dock for full operational use, including staff training, marketing, and securing initial contracts.
