San Diego is a city of opportunity — yet for hundreds of veterans, opportunity ends at the sidewalk.
On any given night, 350 to 400 veterans in San Diego are sleeping in cars, tents, or makeshift shelters. Many are dealing with trauma, addiction, or health challenges that can’t be solved by short-term shelter alone. What they need is permanent housing with support built in.
This campaign exists to change that.
Elysian Shores Supportive Housing is a veteran-founded initiative created to deliver a long-term, scalable solution to veteran homelessness, not temporary relief, but a true path back to stability.
We are building something different:
a place where veterans don’t just survive, but recover, rebuild, and belong.
THE SOLUTION
Elysian Shores will convert a distressed downtown San Diego office tower into a “vertical village” of approximately 200 units of permanent supportive housing for unhoused veterans and families.
This model brings housing and services together under one roof, including:
● Private, dignified apartments
● On-site mental health and trauma-informed care
● Addiction recovery services
● Job training and employment pathways
By integrating housing with services, veterans receive the stability needed to heal, work, and re-enter community life permanently.
This is housing designed for long-term outcomes, not temporary shelter.
WHY THIS PROJECT IS POSSIBLE NOW
Downtown San Diego’s office market is facing historic distress. Vacancies are high, and some towers are under foreclosure or selling well below replacement cost.
This moment creates a rare opportunity.
Instead of spending years and millions on new construction, adaptive reuse allows us to repurpose existing office buildings, dramatically reducing costs and accelerating timelines. Core infrastructure already exists, allowing resources to be directed where they matter most: housing veterans.
This approach gets veterans indoors faster, at a lower cost, and at a meaningful scale.
