Helping my infirm brother, whom I love, with his finances

My name is Carol and I am trying to help my brother Billy to get his car repaired and to help him register his car as well as helping him get a new air-condition for his home. He doesn't have the extra money for these things. Your help would really be appreciated as he has serious medical issues that he is struggling with. I love my brother and want so much to help him.
