When a 12-unit, three-storey townhouse project was approved for 8039 Elbow Drive SW, it was clear it would change Chinook Park’s character, strain parking, and raise real safety concerns — while contradicting the Heritage Communities Local Area Plan the City reaffirmed just months ago.
The development would have:
- Added significant traffic and parking overflow to our narrow cul-de-sac off Elbow Drive.
- Increased safety risks for children, pedestrians, and seniors.
- Shadowed neighbouring homes, reduced privacy, and disrupted the scale of our established community.
More than 80 neighbours joined us in sending letters of objection, but the approval went ahead. Knowing the stakes — and that the developer had hired a top planning consultant and former SDAB member — we retained legal counsel to represent us at the Subdivision and Development Appeal Board (SDAB) hearing.
It worked. Just before the hearing, the developer withdrew their application, and the permit is being revoked. While this is a big win, they will likely re-submit a revised proposal — so the fight may not be over.
We are now seeking to cover the $4,059.34 in legal costs we paid to fight this development. Several neighbours have already offered to contribute, and if you feel able to chip in — in any amount — it would mean a lot. Every dollar goes directly to these appeal and legal fees.
