Reid's Prospect Homeowners Deserve to Control Their Own Community!

We are the homeowners of Reid’s Prospect Residential Association in Woodbridge, Virginia. We are uniting to claim what should rightfully be ours: the ability to govern our own community.

The Problem:

For well over a decade, our community has been under the control of a single person who asserts to have 200 out of 514 total votes in our HOA—the owner of the Reid's Prospect Apartments, who was also the developer of Reid's Prospect.

This voting structure, set up by the developer and overseen by the HOA attorney hired by the developer, gives disproportionate power to the apartment owner. This imbalance means homeowners—the actual residents—have little say in the decisions that affect our homes, our finances, and our quality of life.

We are done accepting this unfair system of governance as status quo and have engaged the law office of Chap Petersen & Associates, LLC to conduct an extensive review of our governing documents, associated recorded deeds & plats, and applicable governing Virginia statutes. Our attorney provided our Board of Directors an in-depth analysis of why the HOA voting structure violates both public policy and Virginia law.

The Challenge:

We are raising $17,500 to fund legal action that will challenge the legitimacy of this voting system and advocate for a transparent, homeowner-led structure that truly represents the interests of our neighborhood.

What’s the Impact on Our Community?

The apartment owner (who is the former developer of Reid’s Prospect) has used his voting bloc to install agents representing his interests as members of our Board of Directors. Two Directors, including the Board President, are paid apartment employees and do not even live in Reid’s Prospect. Recent actions by the Board reflect an egregious disregard for homeowner interests, including:

Security—Summarily disbanding our volunteer, homeowner-led Neighborhood Watch, which trained with Prince William County Police, and voting to use HOA funds for security patrol services at a cost of nearly $90,000 annually.
Street Maintenance—Continuing to delay paving work essential to maintaining neighborhood roads, and instead prioritizing tens of thousands of dollars in upgrades to the gym and new gym equipment.
Snow Removal—Perpetual lack of a follow up on unacceptable snow removal services.
Financial Management—Lack of financial oversight has led to a miscalculation of our HOA reserve funds and a failure to complete an annual audit since 2021.

Reid’s Prospect isn’t just a development—it’s our home. It’s where we live, raise families, and build futures. Unlike the apartment owner, to us, Reid's Prospect isn't an LLC or business endeavor. We deserve an HOA that listens to homeowners and makes decisions that reflect the values and needs of the people who live here—not those with outside interests.
