Winchester Bay, OR - Philip Emmanuel Boe was born on November 25, 1987. He and his sister played in this park with their friends and family. As he grew, Philip developed a love for the outdoors often hunting and fishing with his father. he enjoyed listening to music and playing the violin, but his favorite pastimes involved sports, especially baseball. He was tragically killed in an automobile accident on May 18, 1997. With the generosity of many people, the community refurbished this park in Philips memory and dedicated it in September of 2001. This park, located in Winchester Bay, was to be a lasting gift to future generations of Winchester Bay and Reedsport children.

It has been 24 years since Philip's park was initially opened. The weather and harsh natural elements (as well as regular use by the community) have taken a toll on the equipment and most of it needs to be replaced. The current larger structures have been dismantled or closed off to use. The current swing set has bent structure bars, missing safety chains, and rusted key components. In memory of Philip's love for spending time on his father's tugboat, it is our hope to install a large commercial rated boat playground structure complete with slides and climbing elements for children to use for decades to come. We also intend to replace the current swing set and basketball hoops. The current merry go round and small tugboat structure will likely remain.

We have an opportunity to purchase this equipment at a discounted rate, but still need to raise about $83,000 total. This number may sound daunting, but every dollar we raise from the community can be used as matching funds for grant applications. We intend to apply for several local grants in the coming year and hope to complete this project between fall 2026- summer 2027.
