I am Chief Kelly Baker of the Rector Police Department. We are located in the state of Arkansas, and we serve a population of 1,850 neighbors. I will start by saying that I believe in community policing. I feel that police departments are here to serve their communities and not simply police them. I am not the average Police Chief in that I take the time to educate the public on why they continually find themselves in trouble in the legal system. In our department, we treat our citizens like neighbors. In the time that I have been Chief, we have installed washing machines, stoves, and heaters for our friends in need. We have provided Christmases to families, and we have bought groceries. We provide cleaning products, clothing, and help people to pay for utilities. We have done these things without a dedicated fund. We do not ask for thanks. We do not need a pat on the back, but we do need monetary help. In the small rural communities around this country, budgets are slim.
