Help buying a used vehicle... essential to have

Okay, well I tried to do one of these and I guess I messed it up, so I'm doing another one. I'm going to delete the other one.

So today, my world got turned upside down. My truck was towed and due to it not being registered for 6 years and other issues, I cannot afford to get it out. And I definitely can't be taking a bus anywhere because I suffer from really bad nerve damage, which is affecting my legs from the waist down and my feet, and they make it really hard for me to wear shoes. I also have severe arthritis and other chronic pain issues, which are getting worse as I get older. I'm forced to basically do nothing but sit around the house. I can't really work, etc., so I'm in real need of some assistance trying to get this vehicle back. It is essential for me to have transportation. As of right now, I am really screwed without a vehicle.

It's definitely going to cost me like 4 grand to get it out, and I am going to need, while I'm at it, some assistance if I can to get some work done to it so I can keep it running. As it is now, I really haven't been driving it, and when I do, I try not to rev up above 2000 RPMs. That's because oil blows out of my oil cooler, which is one of the problems it has, and my brakes are done.
