For more than 70 years, bp - Glass Garage Doors & Entry Systems (aka: Bryce Parker Company, Inc.), has operated as a (Licensed, Bonded, and Insured) law-abiding business, manufacturing and installing products, that meet or exceed applicable building codes, and energy efficiency requirements.
For over 30 years, the City of Los Angeles Building & Safety Dept. has publicly promoted aggressive environmental and energy-efficiency policies under California title 24, while quietly refusing to enforce those same laws they themselves adopted. This hypocrisy has harmed residents by driving up energy costs, punishing compliant businesses with higher production costs, and rewarded non-compliant, energy wasting products, through a lack of enforcement on their behalf.
In light of the challenges faced during the Los Angeles fires in early 2025, it has become clear that consistent enforcement of building and safety codes is more important than ever. Our hearts and deepest sympathies go to everyone affected.
This campaign is focused on addressing systemic issues within the Los Angeles Department of Building and Safety (LADBS) that may put residents and businesses at risk. Since the fires, LADBS has been under increased public scrutiny for inefficiencies and gaps in enforcement, that contribute to allowing vulnerabilities and a lack of care. We the public and law abiding tax payers, believe these longstanding shortcomings, highlight the urgent need for “greater accountability”. By supporting this effort, donors help ensure they are sending the message of greater accountability, transparency, timeliness, addressing their inefficiencies, and fair treatment for everyone.
We believe in doing things the right way:
- Following the existing laws and building codes
- Protecting consumers and their pocketbooks
- Reducing energy waste
- Competing fairly
Policies Without Enforcement; Costs Everyone:
The Problem: Laws and building codes already on the books, but are ignored in practice. The City of Los Angeles demands everyone conserve energy, water, and tells businesses to comply with strict energy codes, while telling the public they are the leaders on sustainability.
What is happening behind the scenes, which is the basis of our lawsuit:
- Non-compliant products are routinely approved
- Energy efficiency requirements are ignored during permitting and inspection
- Non-compliant products gain an unfair price advantage
- Home and business owners unknowingly install products that raise utility bills for decades to come
The result is predictable: The city gets the political benefit of “green” messaging, while the public pays the financial cost of non-enforcement or compliance.
This Is Not a Political Dispute, It’s a Failure to Comply:
This case is not about creating new regulations, and it is not about ideology. It’s about enforcing laws and building codes that already exist, which in turn will save energy, in addition to saving all consumers money; from wasted electrical costs.
When government chooses which laws to enforce and which to ignore:
- Consumers lose
- Honest businesses are punished
- Energy waste increases
- Public trust collapses
A free market cannot function when illegal products are tolerated, patents are stolen, and overseas imported products flood the market. As such, it stands to reason that Environmental Responsibility is meaningless without enforcement.
How This Directly Harms Our Business and Others in the same situation:
Since bp - Glass Garage Doors complies with energy code (NFRC & IECC), which is required by law, we absorb higher manufacturing costs, in addition to other contributors. We are constantly investing in quality assurance and certification programs, which provide factual and empirical data; to meet verifiable performance standards. Bottom line, we follow the rules, while competitors do not. Meanwhile, the city allows non-compliant products to be installed without consequence, which creates unfair competition. Through inaction, government effectively chooses winners and losers, placing law-abiding businesses at a competitive disadvantage. They make the rules, then break them. We call this Hypocrisy at its best…
We Tried Every Other Option First
Before filing suit, we raised concerns through official channels, sent certified letters, and requested enforcement with education. We sought compliance without litigation, but the city refused to act. When regulators abandon enforcement, citizens and businesses are left with one option: “the legal system and court orders”.
Why We Filed This Lawsuit
bp - Glass Garage Doors filed a public-interest lawsuit seeking a permanent injunction requiring the City of Los Angeles to enforce its own energy-efficiency laws; equally and consistently. We are not asking for special treatment, but rather asking that the city live up to its own promises and rules. That is why we are asking for help.
How Your Valuable Support Will Be Used
This lawsuit is being brought forward in the name of public interest, and not for private gain. It seeks to force enforcement of laws that were written to protect everyone, homeowners, tenants, businesses, and the environment. All while helping to save money in lost electrical costs.
Every dollar raised will be used responsibly and transparently for:
- Legal fees and court filing costs
- Independent expert analysis to document energy code violations
- Litigation expenses necessary to require equal enforcement of existing law
Why This Matters to the Public
When government says one thing, but does another, the public deserves to know. It is our right as citizens to help keep government in check, and not abuse their power. As such, everyone is paying higher electric costs as a direct result of non-enforcement. In essence, “Taxpayers” are the ones funding regulations that are not enforced as they should be, and law-abiding businesses are also harmed for doing the right thing.
If you believe in fairness, that government should follow its own rules, local businesses should compete fairly, and that energy conservation should be real, not rhetorical, we ask for your support.
