Help Ollie hook up his emergency Generator

HI!!  

 My name is Eli Pepper Im a licensed contractor and my neighbor across the street is 91 years old his name is Ollie Hines he recently lost his wife to Covid back in March 2020 and I'm trying to help him connect his emergency gas generator  to power his house in case of blackouts which we are experiencing more frequently here in New York . I got quotes from some of the electricians I work with and the best one is for $1500 plus $100 filing costs.  This is due to the unusual labor necessary.  As there is no way to easily access the electric panel they are going to have to snake and sleeve the entire way across a crawlspace from the panel to the exterior generator access point..ouch.
