KADIANG INTEGRATED VILLAGE DEVELOPMENT PLAN
BACKGROUND
Violent conflict has claimed many lives in South Sudan where Jonglei region has a significant share due to deadly cattle raids, child and women abductions that led to diminish access to livelihood activities. In the process communities are displaced, properties and lives are lost. However, in the last successive three years of floods many families suffered displacement internally, and more others went to Kenya and Uganda as refugees in search of security and better livelihood.
Communities in South Sudan live in extreme abject poverty. They practice subsistence farming, pastoralism, fishing and with limited opportunity to earn decent wage. Successive conflicts, droughts, and floods had eroded the livelihoods coping mechanisms.
South Sudan is the youngest countries in the world, with over 70% of the population youth. Young people are disproportionately affected by poverty, poor healthcare, and lack of economic opportunities due to years of conflicts and floods.
Informed by thorough conflict analysis and recommendations from previous peace conferences, Kadiang was identified a potential center for peace in Jonglei region. It enjoys central location that serves all communities and endeavor to bring services closer to people in line with Dr. Garang Philosophy “bring town to the people”. Kadiang provides security and economic benefits for all the communities of the region. The area will be organized into a modern town planning with social amenities provided.
ACTIVITIES
Reconciliation
Activities to support dialogue among the belligerent communities to peacefully co-exist and appreciates each other’s culture and norms. Kadiang Resettlement and Development Authority shall work tirelessly to promote dialogue and work to improve inclusivity to mitigate and prevent further conflicts. strengthening peacebuilding mechanisms and creating safe space for all to live in harmony.
Agri-business
It is an opportunity to revive settlement in Kadiang and ensure economic viability. The Agro-Industrial economic concept believes of potentials of young people energy and creativity. The youth shall be put into small groups and provided with modern agriculture implements and tools for massive production with economic viability through introduction of new field crops.
Animal Husbandry
The local breed of cows owned by the people are of low milk and meat yield. A cross breed shall be introduced to increase milk production, meat and milk products for commercial purpose and adapt zero grazing methods.
Fishing ponds
The project area has number of rivers that retains fish that could be converted into fishing ponds with economic added value by creating larger water reservoirs.
Poultry
This is one of the areas that can be easily managed under a guidance of specialist. It will provide food to the beneficiaries as well sale of surplus to nearby markets.
Marco-finance
Communities expected to settle in Kadiang have low level of education and low income, to improve livelihoods. women and youth shall be provided with loans with zero interest under guidance of trained macro-finance officers to grantee misappropriation and use of funds. The funds are provided on rotation bases through cooperatives.
Town Survey
The settlement in Kadiang is envisage to expand once the interested population move. The area is anticipated to settle about 1,500 Households at the initial stage, especially with provision of security a big number will move. Three stages will be required;
A. Field visits
Field visits will provide identification and marking of bicorns.
B. Table exercise
The coordinates taken during the field visit shall be plotted on paper to provide a visual map that could be implemented.
C. Physical survey
Once plotting exercise is completed within two – three weeks, engineer(s) will be required to undertake demarcation with subsequent allocations to interested citizens but with a nominal fee to carter for fuel and workforce.
Education
Provision of primary and secondary to children in the project in the area and around. However, youth who could not have the chance to go to school, shall be provided with skill through vocational training. A boarding system of education shall be introduced to encourage multiethnic diverse children from the neighboring communities such that they appreciate each other’s culture.
Health facility
The health is the major challenged faced by the country. Kadiang like any other part of the country will not be an exception. However, each cluster of villages shall have a Primary Health Care Unit (PHCU) and a Primary Health Care Centre before embarking on referral hospital.
Water and sanitation
Kadiang is a rural area that is anticipated to be transformed into urban area. Provision of portable drinking water and water network is a necessity as well as sanitation for the communities for a better health. Initial start of water project needs 20 km network to provide water at a zero distance. Each household will encourage to dig a pit latrine before going modern.
