Mr X is a refugee from West Africa (name withheld for privacy) who has lived in the US for 20 years. After a misdemeanor conviction, he is now in ICE detention in Kandiyohi County Jail and needs a mandated medical exam by a contracted Civil Surgeon in order to file for Adjustment of Status (i.e. a green card) and have the possibility of being released. This examination costs $2100 and Mr X has no family in Minnesota to turn to. He has been detained several months because he has been unable to arrange any funding for the required medical exam.
