Help Alex Replace His Stolen Electric Bike

My name is Cindy Milne, and on Saturday, July 5, between 9 a.m. and 1:30 p.m., my grandson's electric bike was stolen. He had ridden it to work and locked it up. Someone had cut the cable and took it right off the bike rack. It was on the bike rack at Wendy's in the Spokane Valley, in front of Home Depot.
Alex works at Home Depot and only gets about 20 to 28 hours a week. He is autistic and cannot drive. The bike was his only mode of transportation. He pays his rent and has nothing left over. He can't afford to buy a new bike. He hasn't finished paying off the one that was stolen. The stolen one had a few updates: stronger crank, better pedals, flat-free tires. Please, if anyone could help.
