Elderly Womans Roof Replacement

I am starting this campaign for my Mom and Brother that live in Arizona. In my brother's words:

I am a veteran living with my mother.  Her mobile home needs a new roof (complete tear off and replacement).  I have tried using my VA Loan but no one is doing mobile homes with the pandemic.  My credit score is 0 so a loan is out of the option and the zip code we live in does not qualify for USDA grants.  I tried Habitat for Humanity but her and my combined income is higher than the allowed amount.  Our quotes are 14K to 18K as this involved removal of all the decking and replacement, probably several joists will need replacing and the fascia needs replacement.

Still working at the age of 83, my Mom is an in-home caretaker for other elderly or disabled people to pay bills. My brother is 57 and works full time. Yet, they cannot afford to fix this. They have no Insurance to cover it. Despite temporary fixes (tarps, paint) and reaching out to their neighbors for help without success, after 3 years of dealing with this, my Mom is considering calling it quits. But she has nowhere else to go. Her independence is important to her (and me). I'm worried about her having to find a new place to live.

I know 2020 is tough for a lot of people, so anything will help.
