Build a fence for aunty Patty

About a year ago my mom politely asked the neighbors to not park under her windows and on her plants. This still allowing them to park anywhere else on our driveway, just not the section under our windows. They didn't respond to my moms request so she put some flower pots up in the one section, still allowing the neighbors to park anywhere else on the 200ft stretch of property.
From this point on they put up the metal steaks to divide the driveways, and have been harassing my mom ever since. From moving her trashcan down the street, throwing fish heads in our yard to calling her profanities. My mom lives alone and does not deserve this abuse.
It gets worse. On her surprise 60th birthday party last Friday, a family friend (Hawaii family from Kaaawa) went down the wrong driveway at night to drop something off *totally on accident. At this point the neighbors started cussing her out, calling her a dumb haole and other profanities. While all this was happening, said family friend was very cooperative and backed out saying how sorry she was. Next thing I know there are 6 guys at our gate entrance ready to fight someone. As I was trying to calm everyone down and explain it was an accident, one of them came into our fence and assaulted one of our renters in the 3rd degree. He was just standing there, not sure why they hit him. He has been out of work all week with two black eyes and a concussion. It is very likely that my mom will lose the income of the current renters until we find someone else. This is not the kind of violence/ignorance my mom needs to see or deal with on her own property.
I know the police will not do anything about this, and I feel the only way to help my mom feel safe in her own home is to build a privacy fence that prevents any future interactions. Building a fence is a not my first instinct. However in this extreme case of illogical hate towards my mom over something as trivial as a driveway, it needs to be done for her safety.
The money raised is just for the wood needed to build a fence. We will build the fence with the help of family and friends once we reach our goal. I leave in a couple weeks and I would love to know my mom feels safe to sleep at night before I leave.
