REVISED FUNDING OBJECTIVES!

INTRODUCTION

Canadians were denied our well earned post -WW2 destiny as a global aerospace innovation powerhouse in February 1959 with the cancellation of the original CF105 Avro Arrow by the Diefenbaker government.

Deliberate misinformation on actual performance capabilities and costs driven by intense lobbying by program opponents unnerved Prime Minister Diefenbaker and his cabinet, leading directly to its demise.

CANADA SURRENDERS OUR AIR DEFENSE AND INDUSTRIAL SOVEREIGNTY-WILLINGLY!

This devastating impact to Canada was made possible through the adoption of "shared" continental defense (NORAD) and failed defense production sharing agreements. American priorities have dominated Canada's homeland air defense policy and air defense policy and equipment procurements for 60 years.

Passage of time and and the release of cabinet documents 25 years after cancellation have proven these anti-Arrow myths to be incorrect across the entire spectrum of aerodynamic and economic analysis.



MADE IN CANADA " PHOENIX "

The Avro Bourdeau Cf105 Mk3 program (the MK3 was originally scheduled for a late 1960s RCAF introduction after the 1958-61 MK1 development flights and 1962 MK2 in-service aircraft) is the replication and modernization plan that stands on the shoulders of the groundbreaking accomplishments of the innovators at Avro Canada.

Through subjective "category by category/spec to spec" comparisons between the 5 (now 4) foriegn OEMs in the Cf18 replacement competition, the CF105 Mk3 is the BEST option to replace Canada's Cf18 fleet of fighter jets.

The Avro Bourdeau "Master Program Management Plan" is based upon the Avro Canada original. Our budget for the MK3 (and its companion MK4) is strictly guided by the "End of Program Audit" prepared by the Government of Canada (current Auditor General equivalent) in 1959.

NEW DELIBERATE BARRIERS TO CANADIAN PARTICIPATION

In the latest CF18 replacement competition, the current government of Canada continues to deny Canadians our destiny. Our Section 36 constitutional rights to "Equal (economic) Opportunities" are also being denied.

Further, while we were told in our (only) January 2018 meeting with the Contracting Authority, government stakeholders and the "Fairness Monitor", we we TOLD that industry consultations had taken place over the preceding two years, the competition structure was final there would be NO changes and that we could apply for subcontract work through the "List of Interested Suppliers" (of which we are listed 3rd out of some 25 suppliers.)

Our February 2018 "Future Fighter Capability Project" (FFCP) competition entry was formally dismissed  due to the exclusion of Avro Bourdeau Aerospace (Canada's sole proponent and Prime Contractor of record since July 2010).

Since that time, numerous consultations have been driven by the foriegn OEMs which have led to not only a watering down of the original air defense of Canada SOR (which now has raised to "ground attack " capabilities of the F35 while reducing the importance of flight per hour, maintenance time and costs both F35 specific issues) , but have now been impacted to include the F35 on its own terms (NO guarantee of any economic benefits to Canada) due to the overbearing threat from its manufacturer and host government to kick Canada out of the F35 program, forfeit the $550 million in DIRECT contributions made over the past 20 years to its development and barred from any future subcontracting opportunities.

Theses events and outcomes have seriously undermined the air defense capabilities objectives of the original FFCP SOR. Additionally, through the manipulation of the other critical criteria by the FFCP, eroding the points awards intended for the delivery of air defense capabilities (a PRIME requirement) the government of Canada has created a systemically anti competitive and unconstitutional structure that favours one of these foriegn jets against all others.

The Cf105 Arrow is the only SUPERSONIC air defense platform designed exclusively for Canada's unique requirements. The Avro Bourdeau MK3 and MK4 are the natural evolutionary steps to secure Canada the increasingly hostile 21st century.


Canada's Cf18 fleet will need to be replaced within the next 10 years. The government has identified an acquisition budget of $19 billion for 88 jets and a 40 year $60 billion sustainment and life-cycle budget for the replacement aircraft operations.

In spite of declaring an "Open and Transparent competition that would include everyone" during the 2015 election campaign, now PM Trudeau has allowed his procurement Minister and officials to ensure only invited foriegn OEM manufacturers sponsored by their host point of contact foriegn governments are included.

Recent changes to the competition criteria has ensured that certain long favoured foriegn OEM entrants become more "competitive"  by diluting the original "high altitude high speed air defense" Statement of Operating Requirements (SOR) which empowered the legislated RCAF mandate priority to "defend Canadian airspace" FIRST.

REALITIES - US vs THEM

Our original concentration was the re-validation of all aspects of the "Arrow legend and myths" which has conclusively concluded that the original Arrow and Iroquois engine program were decades ahead of their time to the degree that the superiority and firsts of the original can evolve into the "best of class" (and as importantly Made in Canada) CF105 Mk3.

The fact remains that the Avro Bourdeau Cf105 MK3 program will deliver 80-100% Canadian content with those proportions being spent IMMEDIATELY within Canada as DIRECT ECONOMIC IMPACTS.

Independent historical analysis strongly suggests the other 3 foriegn OEMs will struggle to achieve 15% re-investment to Canada (not to mention the ongoing defect of $3.8 billion still contractually owed Canadians) and as little as 3% in the single case where economic benefits to Canada are expressly denied and must be achieve through a competitive bid process controlled by that OEM and their government.

EMPLOYMENT AND OTHER RELATED ECONOMIC OUTCOMES OF 'MADE IN CANADA'.

Once in full production, full time direct, high value engineering and related technical position at Avro Bourdeau and our supplier community (500+ companies) will approach 25,000. These new sustainable jobs will generate an additional 225,000 jobs in the larger economy.

Over $1 BILLION in new annual tax revenue will be generated.

Canadian content (innovation, materials, etc) will be between 80-100% depending on each component/assembly/technology.

Over 80% of the $19 billion purchase price by the RCAF of each MK3/ MK4 (at least $15.2 billion) will remain in Canada as will over 90% of the life- cycle/maintenance and airframe/warfare suites/propulsion upgrades (over $54 billion).

Applicable military innovation will be transferred/integrated into new commercial aviation platforms such as our 21st century Super Sonic Transport (SST) thus closing the innovation loop originally projected by Avro Canada in its aerospace vision of the future.

ACTION PLAN - OUR LAST CHANCE IN A 60 YEAR GENERATION

The next Canadian federal election is scheduled for October 21, 2019. This one in particular is widely seen as being pivotal to Canada's future as Canadians have taken sides of stark contrast to Canadian society's historical development.

Change is not bad; change that undermines Canada's ability to make sovereign decisions regarding the extent we will remain an autonomous (rather than a client) state is a critical freedom Canadians must understand and defend.

The consequences of what "Made in Canada" actually means has become very important in this election .

CANADIANS WANT TO BE INFORMED AND ENGAGED

We took samples of support from time to time to gauge sentiment to what is being presented.

Typically, support from the "BUILD THE MK3 IN CANADA" segment has ranged form 92-95% in favour. (the remaining 5-8%  prefer the other OEM jets).

WE conducted the same exercise to determine if we "had the numbers" to realistically turn to our followers base to raise this budget.

This unique outreach initiative will empower all Canadians (including an entire generation new to voting and Canada's accomplishments and innovation potential) with a monthly reach of over 18 million.

With 70 federal seats won by less than 5% of their respective riding vote in 2015, it is important that Canadians have all sides of issues critical to Canada's homeland, industrial and economic security while we reaffirm of our place in an increasingly hostile world.

In a recent sample we found that the "numbers' of supporters for this campaign was sufficient to reach the REVISED stated goal of C$70,000.00.

The Multimedia Program has 3 Stages . The passage of time compels us to concentrate on the first TWO ($12K/$58K) NOW as this will gain direct engagement with a focused readership of 18 million each month!

Stage 3 will be funded from the national awareness motivation of Canadians fro the first two stages and will be funded as those contributions arrive.

Traditional national print buys, social media, tweets, podcasts, blogs, video representations/presentations and similar outreach platforms will be managed by the contracted media company. All content will be vetted by their legal department.
