Protect Eagle Park Land (PEPL)
Help us stop the City of Eagle and Eagle Fire District from building a municipal yard and 38.5-foot live-burn fire training tower at the Ada/Eagle Bike Park
Who We Are
PEPL (Protect Eagle Park Land, pronounced "people") is a coalition of property owners, families, and recreation advocates working to protect Eagle’s public parkland, trails, and foothills from incompatible industrial use. We stand for strict enforcement of Eagle City Code Title 8, so that public infrastructure projects don’t push smoke, noise, traffic, and other health and safety hazards onto our children, open spaces, and homes.
The Ada/Eagle Bike Park Project
The City of Eagle and Eagle Fire District plan to build a municipal yard and a fire training facility with a 38.5-foot live-fire burn tower on a 7.42-acre site directly next to the Ada/Eagle Bike Park on Horseshoe Bend Road (CUP-2026-13/DR-2026-56).
Thousands of mountain bikers, trail runners, students, and families use these foothills for clean air and outdoor recreation. Homes sit just hundreds of feet away. The project would bring burn tower smoke and fumes, chainsaw and power-tool noise from training exercises, night lights, trash storage, heavy vehicle traffic, and potential rodent infestation into a designated recreational, pedestrian, and family area. The project was approved by City Council on 10/20/2026 in a 3:1 vote after considerable community dissent.
We’re continuing the fight with a formal Request for Reconsideration to Eagle City Council that challenges the legal basis of the decision, and we need your help to cover the costs of doing so. Time is of the essence, with a filing deadline right around the corner!
Where Your Money Goes
Every dollar goes into a dedicated fund that gives our community a real, professional voice:
- Fees: The City charges over $700 just to allow us to contest its decision and request reconsideration.
- Professional consultation: We are seeking a land-use attorney with the expertise to help build the strongest possible Request for Reconsideration document..
- Community outreach: We will be creating flyers, signs, and other materials to keep the community informed.
Every Amount Helps
$10, $25, $100: it all adds up, and it all matters. This decision by the Eagle City Council will permanently change the character of our foothills, our neighborhoods, and one of our most beloved parks. Industrial training facilities belong in compatible zones, not inside our parks. Together, we can make sure Eagle hears us.
Donate today! Please note: Donations are not tax-deductible. Any funds remaining after our legal and administrative efforts are complete will be donated to the Idaho Foodbank.
Thank you for standing with PEPL to protect and preserve Eagle!
