JC Hart wants to develop 4.32 acres just 1/2 block south of the Dairy Queen in the Village of Zionsville. The plan includes a 4 level parking garage plus a 184 unit apartment complex up to 4 stories tall. This would increase the number of residences in the Village by approximately 30%.
The proposed development is in a TIF district which the developer wants to extend the life of the TIF to 25 years. The impact of this? No new tax revenues will go outside the TIF for improved roads, additional police and fire or school funding for the 25 year time frame. Any and every child from this development will be a financial hindrance to an already burdened school system.
JC Hart has proposed rezoning Sycamore Flats into a Planned Use Development (PUD). A PUD allows the development not to follow existing zoning regulations such as building height, density and set-backs and propose whatever they want. The land is currently zoned Village Business District (VBD) which would otherwise require the development to match the Main Street businesses in character and aesthetics.
Apartments will be given one parking space in the garage and must pay for a second space. Tenants trying to save money won't want to pay for a 2nd spot and will land in the already crowded town streets and parking lots.
Traffic at the intersections of Main, First and Sycamore are highly congested and can be almost gridlocked at peak rush hour. Adding 255 plus cars will make it worse.
Finally, a $6 million bond is being sought by the developer to fund the parking garage (which non-apartment resident taxpayers won't be able to use) and in the next 25 years, $10 million of Zionsville tax dollars will be used to to pay off that bond. In other words, Zionsville tax dollars will be helping to pay for this apartment development.
THIS DEVELOPMENT WILL CHANGE THE CHARACTER OF THE VILLAGE FOREVER!
