Help the Rancho Cucamonga Preservation Society in our lawsuit challenging the City of Rancho Cucamonga over its approval of essentially doubling the density in the Etiwanda Heights Neighborhood & Conservation Plan. We are not against the original plan for 2,700-3,000 homes in the area, we are against the doubling of those numbers.

The lawsuit is asking the court to immediately block the City from moving forward with the project until a proper environmental review is done, with the public given a fair chance to weigh in. It's also asking the court to completely wipe out all existing project approvals and keep them voided until the City follows the correct legal process — including doing adequate environmental analysis and backing their decisions with real evidence.

If we win, the project gets delayed, costs the developer significantly more, faces greater public scrutiny — and may come back with reduced density or not at all.

BACKGROUND

The city of Rancho Cucamonga made a promise to our community. We believe they broke it.

The Etiwanda Heights Neighborhood & Conservation Plan was created with a clear limit — no more than 2,700–3,000 homes. That wasn't a suggestion. It was a commitment to the residents of Rancho Cucamonga.

The city recently approved a number significantly higher than that.

When we found out, we showed up. We raised concerns about fire evacuation safety and what we believe to be an insufficient environmental review process. We asked questions. We asked for more time. The city council voted anyway.

So we did the only thing we had left — we formed the Rancho Cucamonga Preservation Society and retained legal counsel. Our land-use attorneys have reviewed the approval process and believe we have grounds to challenge this decision in court.

This isn't about stopping growth. It's about demanding our city follow proper process, honor its commitments, and respect the people it represents.

Initial legal costs to file and argue this challenge are estimated at $100,000.

Our funding goal is $100,000. While the vast majority of funds are restricted to the courtroom challenge, a small portion is used for communication expenses & essential legal and regulatory costs of establishing our nonprofit status.

RCPS has applied for 501(c)(3) tax-exempt status. While we anticipate approval, the IRS determination is currently pending. If approved, your contribution will be tax-deductible to the extent allowed by law, retroactive to our date of formation (2/2/2026). We are committed to 100% transparency and will provide all donors with a full financial accounting and status updates as the case and our application develop.
