Help Me Access and Share the Data Behind BC’s CYSN Changes

Important Update: The fundraiser has now been closed to additional donations.

After submitting a revised and narrowed FOI scope, the updated fee estimate was reduced from $2,550 to $1,110. I have now paid the required 50% deposit and the FOI process is officially moving forward.

A total of $1,525 was raised before platform fees, including my own initial $50 contribution to launch the fundraiser.

The funds raised will only be used for FOI/access-to-information related costs connected to this process, including the deposit already paid and any additional costs that may arise through the request and review process.

As I have from the beginning, I am donating my own time to this work. I will continue providing updates regarding FOI-related costs, released records, and how funds are being used.

The Government of BC is charging $2,550 to access the financial modelling, cost analysis, and projected impacts behind major changes to disability supports for children and youth. The immediate deposit required to proceed is $1,275.

I am raising funds for one FOI request only: CAF-2026-60562.

This request seeks the records most likely to show:
  • how the new CYSN model was costed
  • what fiscal impacts were projected
  • how many children were expected to qualify
  • how eligibility and funding distribution were expected to change
  • what alternatives were considered

I requested a fee waiver, but it was denied.

On April 8, 2026, the Ministry first denied the waiver using one public-interest rationale, then later issued an updated denial letter with different public-interest reasoning.

That matters.

Under FOIPPA Section 2, access to information is supposed to help make government bodies more accountable to the public. Families are being asked to accept major changes to disability supports, but the financial and impact data behind those decisions remains behind a significant paywall.

If this fundraiser succeeds, I will:
  • pay the FOI fees required to proceed with CAF-2026-60562
  • continue pursuing access to the records
  • share the information publicly
  • explain the records in clear, accessible language
  • provide updates throughout the process

Any funds raised through this campaign will be used to pay the FOI fees for CAF-2026-60562, and I will continue to share documents and updates openly.
