Portopotty under the expressway at Fullerton

Everyday I drive by and see the homeless population under the expressway grow, and I see the tents and lots of people stopping to give them food, but I wonder where can they go to the bathroom? Can they safely wash their hands?
I want to raise money to rent and maintain a port-o-potty and handwashing station to be dropped off under the kennedy expressway at Fullerton so that this population can have access to a safe and clean restroom.
