ADOPT WESLEY... legally!!

I met Wesley's mom, Ana, in 2002, while I was serving a mission for my church in Cape Verde, West Africa. 11 years later, I went back there on vacation and met her son, Wesley, who was 8 years old at the time. I learned that Ana had been sent to Portugal to receive treatment for Ovarian cancer, with the plan to return to Cape Verde after a year. Well, no one knew that she wouldn't return to her family back in her country.
The very next month, I hopped on a plane to go see her at the hospital in Lisbon, Portugal. When I got there, I noticed that she was in really bad shape and that she probably wouldn't live much longer. I spent a few hours there with her, feeding her, helping her to use the bathroom, and listening to her while she told me how much she missed her kids that she left back in Cape Verde.
Ana knew that she didn't have much time left to live, so she started to cry and made her 1 and only wish. She asked me if I could make sure that her kids would be taken care of when she died. Well, I held her hand as we cried there together as I promised her that I would be the one to take care of Wesley. 
Less than 2 weeks later, Ana passed away. I think that she was holding on with hope that she would find someone to give her the peace of mind that Wesley would be taken care of after she died. I am honored to be the one to fulfill my promise and take care of Wesley.
So, for the past 3.5 years, I have been helping to care for Wesley. I've spent about 2 years combined traveling back and forth to Cape Verde living with him and caring for him. While I am not there physically to take care of him, I send money each month to the people that he's living with to help provide for him.
While I was there, I went through the courts and became the legal guardian for Wesley, who is now 12 years old, because international adoptions weren't approved between the USA and Cape Verde.
Good news!! I just got an e-mail from the American Embassy in Cape Verde telling me that they finally have the infrastructure to support international adoptions. Here's the issue... The international adoption with Cape Verde is pretty expensive. It sure isn't easy or cheap to try and help orpan children.
Please help me keep my promise to Ana by legally adopting Wesley and bringing him back to live with me in the USA.
I will make a promise to you and to Wesley that I will care for him and give him the life that every child deserves to have. Thanks for your help!!
